2standards applicable to students in kindergarten through
3grade twelve and including effective date provisions.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 256.7, subsection 21, paragraph b,
2subparagraph (3), Code 2017, is amended by striking the
3subparagraph.
4   Sec. 2.  Section 256.7, subsection 26, paragraph a,
5unnumbered paragraph 1, Code 2017, is amended to read as
6follows:
   7Adopt rules that establish a core curriculum and, which
8school districts and accredited nonpublic schools may elect
9to use, in whole or in part, at the discretion of the school
10district or school. The state board shall also adopt
high
11school graduation requirements for all students in school
12districts and accredited nonpublic schools that include at a
13minimum satisfactory completion of four years of English and
14language arts, three years of mathematics, three years of
15science, and three years of social studies.
16   Sec. 3.  Section 256.7, subsection 26, Code 2017, is amended
17by adding the following new paragraph:
18   NEW PARAGRAPH.  d.  Adopt rules prohibiting the department
19from adopting and implementing mandatory statewide core
20curriculum standards. School districts and accredited
21nonpublic schools may utilize the core adopted by the state
22board, but shall not be required to report locally developed
23standards to the department. The state board shall not adopt,
24approve, or require implementation of the next generation
25science standards by school districts and accredited nonpublic
26schools.
27   Sec. 4.  Section 256.7, subsection 28, Code 2017, is amended
28to read as follows:
   2928.  Adopt a set of core content standards applicable to
30all students in kindergarten through grade twelve in every
31school district and accredited nonpublic school. For purposes
32of this subsection, “core content standards” includes reading,
33mathematics, and science. The core content standards shall
34be identical to the core content standards included in Iowa’s
35approved 2006 standards and assessment system under Tit.I
-1-1of the federal Elementary and Secondary Education Act of
21965, 20 U.S.C. §6301 et seq., as amended by the federal No
3Child Left Behind Act of 2001, Pub.L.No.107-110.

4districts and accredited nonpublic schools shall may include,
5at a minimum,
 any of the core content standards adopted
6pursuant to this subsection in any set of locally developed
7content standards. School districts and accredited nonpublic
8schools are strongly encouraged to set higher expectations in
9local locally developed content standards, but shall not be
10required to report locally developed content standards to the
11department
. As changes in federal law or regulation occur, the
12state board is authorized to amend the core content standards
13as appropriate.

14   Sec. 5.  Section 256.9, subsection 49, paragraph a, Code
152017, is amended to read as follows:
   16a.  Develop and distribute, in collaboration with the area
17education agencies, core curriculum technical assistance and
18implementation strategies that school districts and accredited
19nonpublic schools shall may utilize, including but not limited
20to the development and delivery of formative and end-of-course
21model assessments classroom teachers may use to measure student
22progress on the core curriculum adopted pursuant to section
23256.7, subsection 26. The department shall, in collaboration
24with the advisory group convened in accordance with paragraph
25“b” and educational assessment providers, identify and make
26available to school districts end-of-course and additional
27model end-of-course and additional assessments to align with
28the expectations included in the Iowa core curriculum. The
29model assessments shall be suitable to meet the multiple
30assessment measures requirement specified in section 256.7,
31subsection 21, paragraph “c”.
32   Sec. 6.  Section 257.11, subsection 9, Code 2017, is amended
33to read as follows:
   349.  Shared classes and curriculum standards.  A school
35district shall ensure that any course made available to a
-2-1student through any sharing agreement between the school
2district and a community college or any other entity providing
3course programming pursuant to this section to students
4enrolled in the school district meets the expectations
5contained in the core curriculum adopted pursuant to section
6256.7, subsection 26.
The school district shall ensure that
7any course that has the capacity to generate college credit
8shall be equivalent to college-level work.
9   Sec. 7.  Section 279.61, subsection 1, paragraph a,
10subparagraph (1), Code 2017, is amended to read as follows:
   11(1)  Prepare the student for successful completion of the
12core curriculum developed high school graduation requirements
13adopted
by the state board of education pursuant to section
14256.7, subsection 26, by the time the student graduates from
15high school.
16   Sec. 8.  Section 279.61, subsection 2, Code 2017, is amended
17to read as follows:
   182.  The board of directors of each school district shall
19report annually to each student enrolled in grades nine through
20twelve in the school district, and, if the student is under
21the age of eighteen, to each student’s parent or guardian, the
22student’s progress toward meeting the goal of successfully
23completing the core curriculum and high school graduation
24requirements adopted by the state board of education pursuant
25to section 256.7, subsection 26, and toward achieving the goals
26of the student’s career and academic plan.
27   Sec. 9.  Section 280.3, subsection 2, Code 2017, is amended
28to read as follows:
   292.  The minimum educational program shall be the curriculum
30
 graduation requirements set forth in subsection 3 of this
31 section 256.7, subsection 26, and educational program set forth
32in
section 256.11, except as otherwise provided by law. The
33board of directors of a public school district shall not allow
34discrimination in any educational program on the basis of race,
35color, creed, sex, marital status, or place of national origin.

1   Sec. 10.  Section 280.3, subsection 3, Code 2017, is amended
2by striking the subsection.
3   Sec. 11.  EFFECTIVE UPON ENACTMENT.  This Act, being deemed
4of immediate importance, takes effect upon enactment.
5EXPLANATION
6The inclusion of this explanation does not constitute agreement with
7the explanation’s substance by the members of the general assembly.
   8This bill makes voluntary the use by school districts of
9the core curriculum and content standards adopted by the state
10board of education, but continues to direct the state board of
11education to adopt the common core standards and high school
12graduation requirements.
   13The bill requires the state board to adopt rules prohibiting
14the department from adopting and implementing mandatory
15statewide core curriculum standards. Schools may utilize the
16core curriculum standards, and are encouraged to set higher
17expectations in locally developed content standards, but
18schools shall not be required to report locally developed
19standards to the department.
   20Further, the bill prohibits the state board from adopting,
21approving, or requiring implementation of the next generation
22science standards by school districts and accredited nonpublic
23schools. The state board adopted the next generation science
24standards with some modifications on August 6, 2015.
   25The bill makes technical and corresponding changes to
26provisions which contain references to the language stricken.
   27The bill takes effect upon enactment.
