2BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 321.178, subsection 1, paragraph a,
2unnumbered paragraph 1, Code 2017, is amended to read as
3follows:
4An approved driver education course as programmed by the
5department shall consist of at least thirty clock hours of
6classroom instruction, of which no more than one hundred eighty
7minutes shall be provided to a student in a single day, nor
8more than three hundred minutes per week unless additional
9time is needed to make up a class due to a student’s excused
10absence or class cancellation; and six or more clock hours of
11laboratory instruction of which at least three clock hours
12shall consist of street or highway driving. Street or highway
13driving instruction shall be limited to not more than thirty
14minutes per student per week and no more than two students may
15be present in the vehicle during street or highway driving
16instruction. Classroom instruction shall include all of the
17following:

19The inclusion of this explanation does not constitute agreement with
20the explanation’s substance by the members of the general assembly.
21This bill limits the number of minutes per week of classroom
22and street or highway driver education instruction that may be
23provided to a student per week in an approved driver education
24course.
25The bill limits classroom instruction time to no more than
26300 minutes per week unless additional time is needed to make
27up a class due to an excused absence or class cancellation, and
28limits street or highway driving instruction to not more than
2930 minutes per student per week. The bill also provides that
30no more than two students may be present in the vehicle during
31street or highway driving instruction.
32The current approved course requirements of 30 total clock
33hours of classroom instruction and three total hours of street
34or highway driving remain unchanged.
