3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 481A.76, Code 2017, is amended to read
2as follows:
   3481A.76  Unlawful means — exception.
   4It is unlawful, except as otherwise provided, to use on or
5in the waters of the state any grabhook, snaghook, any kind of
6a net, seine, trap, firearm, dynamite, or other explosives, or
7poisonous or stupefying substances, lime, ashes, electricity,
8or hand fishing in the taking or attempting to take any fish,
9except that gaffhooks or landing nets may be used to assist in
10landing fish. The commission shall allow catfish to be taken
11by hand fishing and
may permit other designated fish to be
12taken by hand fishing, by snagging, by spearing, by bow and
13arrow, and with artificial light at the times and at the places
14as determined by rules of the commission.
15EXPLANATION
16The inclusion of this explanation does not constitute agreement with
17the explanation’s substance by the members of the general assembly.
   18This bill requires the natural resource commission to allow
19catfish to be taken by hand fishing at the times and places
20determined by the commission by rule.
   21A violation of the bill’s provisions is punishable with a
22scheduled fine of $50.
