3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 257.8, subsection 2, Code 2017, is
2amended to read as follows:
   32.  Categorical state percent of growth.   The categorical
4state percent of growth for the budget year beginning July
51, 2014, is four percent.
The categorical state percent of
6growth for the budget year beginning July 1, 2015, is one and
7twenty-five hundredths percent. The categorical state percent
8of growth for the budget year beginning July 1, 2016, is two
9and twenty-five hundredths percent. The categorical state
10percent of growth for the budget year beginning July 1, 2017,
11is four percent.
The categorical state percent of growth for
12each budget year shall be established by statute which shall
13be enacted within thirty days of the submission in the year
14preceding the base year of the governor’s budget under section
158.21. The establishment of the categorical state percent of
16growth for a budget year shall be the only subject matter of
17the bill which enacts the categorical state percent of growth
18for a budget year. The categorical state percent of growth
19may include state percents of growth for the teacher salary
20supplement, the professional development supplement, the early
21intervention supplement, and the teacher leadership supplement.
22   Sec. 2.  CODE SECTION 257.8 — IMPLEMENTATION.  The
23requirement of section 257.8, subsection 2, regarding the
24enactment of bills establishing the categorical state percent
25of growth within thirty days of the submission in the year
26preceding the base year of the governor’s budget does not apply
27to this Act.
28   Sec. 3.  EFFECTIVE UPON ENACTMENT.  This Act, being deemed of
29immediate importance, takes effect upon enactment.
30EXPLANATION
31The inclusion of this explanation does not constitute agreement with
32the explanation’s substance by the members of the general assembly.
   33This bill establishes a categorical state percent of growth
34of 4 percent for the school budget year beginning July 1,
352017. The categorical state percent of growth is used to
-1-1calculate the amount of supplemental state aid for each of the
2categorical funding supplements.
   3The requirement of Code section 257.8(2) regarding the
4enactment of bills establishing the categorical state percent
5of growth within 30 days of the submission in the year
6preceding the base year of the governor’s budget does not apply
7to the bill.
   8The bill takes effect upon enactment.
