3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 257.8, subsection 1, Code 2017, is
2amended to read as follows:
31. State percent of growth. The state percent of growth
4for the budget year beginning July 1, 2014, is four percent.
5 The state percent of growth for the budget year beginning July
61, 2015, is one and twenty-five hundredths percent. The state
7percent of growth for the budget year beginning July 1, 2016,
8is two and twenty-five hundredths percent. The state percent
9of growth for the budget year beginning July 1, 2017, is four
10percent. The state percent of growth for each subsequent
11budget year shall be established by statute which shall be
12enacted within thirty days of the submission in the year
13preceding the base year of the governor’s budget under section
148.21. The establishment of the state percent of growth for a
15budget year shall be the only subject matter of the bill which
16enacts the state percent of growth for a budget year.
17 Sec. 2. CODE SECTION 257.8 — IMPLEMENTATION. The
18requirement of section 257.8, subsection 1, regarding the
19enactment of bills establishing the regular program state
20percent of growth within thirty days of the submission in the
21year preceding the base year of the governor’s budget does not
22apply to this Act.
23 Sec. 3. EFFECTIVE UPON ENACTMENT. This Act, being deemed of
24immediate importance, takes effect upon enactment.
25EXPLANATION
26The inclusion of this explanation does not constitute agreement with
27the explanation’s substance by the members of the general assembly.
28This bill establishes a state percent of growth of 4 percent
29for the school budget year beginning July 1, 2017. The
30state percent of growth is used to calculate the amount of
31supplemental state aid as part of the state school foundation
32program for that budget year.
33The requirement of Code section 257.8(1) regarding the
34enactment of bills establishing the regular program state
35percent of growth within 30 days of the submission in the year
-1-1preceding the base year of the governor’s budget does not apply
2to the bill.
3The bill takes effect upon enactment.
