4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 298A.8, Code 2017, is amended to read as
2follows:
   3298A.8  Student activity fund.
   41.  The student activity fund is a special revenue fund.
5A student activity fund must be established in any school
6corporation receiving money from student-related activities
7such as admissions, activity fees, student dues, student
8fund-raising events, or other student-related cocurricular or
9extracurricular activities. Moneys in this fund shall be used
10to support only the cocurricular program defined in department
11of education administrative rules.
   122.  For school budget years beginning on or after July 1,
132017, the board of directors of a school corporation may,
14by board resolution, transfer from the school corporation’s
15general fund to the student activity fund an amount necessary
16to purchase protective and safety equipment required for any
17extracurricular interscholastic athletic contest or competition
18that is sponsored or administered by an organization as defined
19in section 280.13.
20   Sec. 2.  EFFECTIVE UPON ENACTMENT.  This Act, being deemed of
21immediate importance, takes effect upon enactment.

23The inclusion of this explanation does not constitute agreement with
24the explanation’s substance by the members of the general assembly.
   25Current Code section 298A.8 requires a student activity
26fund to be established in any school corporation receiving
27moneys from student-related activities such as admissions,
28activity fees, student dues, student fund-raising events,
29or other student-related cocurricular or extracurricular
30activities. Moneys in the student activity fund must be used
31to support only the cocurricular program defined in department
32of education administrative rules.
   33Under this bill, for school budget years beginning on
34or after July 1, 2017, the board of directors of a school
35corporation may, by board resolution, transfer from the school
