3adopted by the state board of education.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 256.7, subsection 26, paragraph a,
2subparagraph (3), Code 2017, is amended to read as follows:
   3(3)  The rules establishing a core curriculum shall address
4the core content standards in subsection 28 and the skills and
5knowledge students need to be successful in the twenty-first
6century and shall address the curricular needs of students
7in kindergarten through grade twelve in those areas
. The
8core curriculum shall include social studies and twenty-first
9century learning skills which include but are not limited to
10civic the following:
   11(a)   Civicliteracy, health literacy, technology literacy,
12financial literacy, family life and consumer sciences, and
13employability skills; and shall address the curricular needs of
14students in kindergarten through grade twelve in those areas.
15The state board shall further define the twenty-first century
16learning skills components by rule
.
   17(b)  Music, visual art, drama and theater, and other fine
18and applied arts. The department shall employ a consultant
19to oversee the development of and compliance with the fine
20and applied arts core curriculum and to provide guidance for
21professional development programs, strategies, and materials
22based on the rules adopted by the state board pursuant to
23this subparagraph division. This subparagraph division shall
24not be construed to conflict with the provisions of section
25256.11, subsection 3, 4, or 5, with regard to areas that are
26required to be taught. The selection and administration of
27assessments of music, visual art, drama and theater, or other
28fine and applied arts courses shall be determined locally by
29the school district or accredited nonpublic school providing
30the educational program in accordance with section 256.11.
31However, the department may provide model assessments aligned
32with fine and applied arts content standards established by the
33state board.
34   Sec. 2.  STATE MANDATE FUNDING SPECIFIED.  In accordance with
35Code section 25B.2, subsection 3, the state cost of requiring
-1-1compliance with any state mandate included in this Act shall
2be paid by a school district from state school foundation aid
3received by the school district under Code section 257.16.
4This specification of the payment of the state cost shall be
5deemed to meet all of the state funding-related requirements
6of Code section 25B.2, subsection 3, and no additional state
7funding shall be necessary for the full implementation of this
8Act by and enforcement of this Act against all affected school
9districts.
10EXPLANATION
11The inclusion of this explanation does not constitute agreement with
12the explanation’s substance by the members of the general assembly.
   13This bill modifies the school core curriculum and
14twenty-first century learning skills and knowledge that the
15state board of education is required to address in rule.
   16Currently, the core curriculum includes English or language
17arts, mathematics, science, and social studies; and the
18necessary twenty-first century learning skills include but are
19not limited to civic literacy, health literacy, technology
20literacy, financial literacy, family life and consumer
21sciences, and employability skills.
   22The bill requires that the core curriculum and twenty-first
23century learning skills address music, visual art, drama and
24theater, and other fine and applied arts. The bill also
25requires the department of education to employ a consultant
26to oversee the development of and compliance with the fine
27and applied arts core curriculum and to provide guidance for
28professional development programs, strategies, and materials
29based on the rules adopted by the state board of education.
30The bill establishes that the provision establishing
31arts-related core curriculum requirements shall not be
32construed to conflict with the offer and teach provisions of
33Code section 256.11, which establishes the educational program
34accredited schools must offer and teach.
   35The selection and administration of arts-related assessments
-2-1shall be locally determined, but the department of education is
2authorized to provide model assessments aligned with the fine
3and applied arts content standards established by the state
4board.
   5The bill may include a state mandate as defined in Code
6section 25B.3. The bill requires that the state cost of
7any state mandate included in the bill be paid by a school
8district from state school foundation aid received by the
9school district under Code section 257.16. The specification
10is deemed to constitute state compliance with any state mandate
11funding-related requirements of Code section 25B.2. The
12inclusion of this specification is intended to reinstate the
13requirement of political subdivisions to comply with any state
14mandates included in the bill.
