4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 321.34, subsection 11D, paragraph c,
2subparagraph (2), Code 2023, is amended to read as follows:
3(2) The treasurer of state shall credit monthly from the
4statutory allocations fund created under section 321.145,
5subsection 2, to the flood mitigation fund created under
6section 418.10, the amount of the special fees collected in the
7previous month for flying our colors plates. This subparagraph
8is repealed July 1, 2023.
9EXPLANATION
10The inclusion of this explanation does not constitute agreement with
11the explanation’s substance by the members of the general assembly.
12Under current law, upon application and payment of the
13proper fees, a person may obtain flying our colors motor
14vehicle registration plates. The special flying our colors
15fee is $35 and the additional annual fee is $10. The fees
16are deposited in the road use tax fund. The treasurer of
17state is then required to credit monthly, from the statutory
18allocations fund (SAF) to the flood mitigation fund (FMF), an
19amount equal to the amount of the fees collected for flying our
20colors plates. The SAF is established, in part, to transfer
21and credit available moneys pursuant to Code section 321.34
22as provided for the various purposes specified for special
23registration plates.
24The deposit of moneys from the SAF to the FMF for flying our
25colors plates is set to be repealed July 1, 2023. This bill
26strikes the repeal.
