5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  DEPARTMENT OF EDUCATION — NONPUBLIC SCHOOL
2CONCURRENT ENROLLMENT PAYMENTS TO COMMUNITY COLLEGES.
   31.  There is appropriated from the general fund of the state
4to the department of education for the fiscal year beginning
5July 1, 2023, and ending June 30, 2024, the following amount,
6or so much thereof as is necessary, to be used for the purposes
7designated:
   8For payments to community colleges for the concurrent
9enrollment of accredited nonpublic school students under
10section 261E.8, subsection 2, paragraph “b”:

   122.  Notwithstanding section 8.33, moneys appropriated in
13this section that remain unencumbered or unobligated at the
14close of the fiscal year shall not revert but shall remain
15available for expenditure until the close of the succeeding
16fiscal year for support costs associated with the creation
17of a program to provide additional moneys for resident high
18school pupils enrolled in grades nine through twelve to attend
19a community college for college-level classes or attend a
20class taught by a community college-employed instructor during
21the summer and outside of the regular school year through a
22contractual agreement between a community college and a school
23district under the future ready Iowa initiative.
24EXPLANATION
25The inclusion of this explanation does not constitute agreement with
26the explanation’s substance by the members of the general assembly.
   27This bill relates to the department of education, including
28the district-to-community college sharing or concurrent
29enrollment program and the postsecondary summer classes for
30high school students program. The bill appropriates $2 million
31from the general fund of the state to the department in FY
322023-2024 for purposes of providing payments to community
33colleges for the concurrent enrollment of accredited nonpublic
34school students under the district-to-community college sharing
35or concurrent enrollment program. The bill provides that if
-1-1these moneys remain unencumbered or unobligated at the close of
2the fiscal year the moneys shall not revert to the general fund
3of the state but shall remain available for expenditure until
4the close of the succeeding fiscal year for the postsecondary
5summer classes for high school students program, which allows
6resident high school pupils enrolled in grades 9 through 12 to
7attend a community college for college-level classes or attend
8a class taught by a community college-employed instructor
9during the summer and outside of the regular school year
10through a contractual agreement between a community college and
11a school district under the future ready Iowa initiative.
