3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  COLLEGE STUDENT AID COMMISSION — NATIONAL GUARD
2SERVICE SCHOLARSHIP PROGRAM.
  There is appropriated from the
3general fund of the state to the college student aid commission
4for the fiscal year beginning July 1, 2023, and ending June 30,
52024, the following amount, or so much thereof as is necessary,
6to be used for the purposes designated:
   7For purposes of providing national guard service
8scholarships under the program established in section 261.86:

10EXPLANATION
11The inclusion of this explanation does not constitute agreement with
12the explanation’s substance by the members of the general assembly.
   13This bill appropriates $6.6 million from the general fund of
14the state to the college student aid commission in FY 2023-2024
15for purposes of providing scholarships under the national guard
16service scholarship program, a program administered by the
17college student aid commission that provides annual scholarship
18awards to Iowa national guard members who attend eligible
19Iowa colleges and universities. Under the program, maximum
20individual scholarship awards cannot exceed the current maximum
21resident tuition rate at institutions of higher education
22governed by the state board of regents.
