3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  IOWA FINANCE AUTHORITY — TRANSITIONAL HOUSING
2FOR ELIGIBLE SERVICE MEMBERS.
  There is appropriated from the
3opioid settlement fund established in section 12.51 to the
4Iowa finance authority for the fiscal year beginning July 1,
52023, and ending June 30, 2024, the following amount, or so
6much thereof as is necessary, to be used for the purposes
7designated:
   8To provide grants, low-interest loans, and loan guarantees
9to veteran-led nonprofit organizations:

   111.  Amounts appropriated pursuant to this section shall be
12distributed to veteran-led nonprofit organizations provided
13that the organization meets all of the following conditions:
   14a.  The funds will be used to purchase land, construct
15housing, or furnish housing for the purpose of providing
16transitional housing to homeless veterans.
   17b.  The veterans receiving transitional housing benefits
18pursuant to paragraph “a” are suffering from or are at risk of
19opioid or other substance abuse disorder, post-traumatic stress
20disorder, or another mental illness or life disruption as the
21Iowa finance authority, in consultation with the department
22of health and human services and the department of veterans
23affairs, deems appropriate.
   24c.  The funds are used as a part of a wraparound health
25and social services program provided by or through the
26organization.
   272.  Notwithstanding section 8.33, moneys appropriated in
28this section that remain unencumbered or unobligated at the
29close of the fiscal year shall not revert but shall remain
30available for expenditure for the purposes designated until the
31close of the succeeding fiscal year.
32EXPLANATION
33The inclusion of this explanation does not constitute agreement with
34the explanation’s substance by the members of the general assembly.
   35This bill relates to transitional housing for specified

   2The bill appropriates $4.3 million from the opioid
3settlement fund to the Iowa finance authority (IFA) for FY
42023-2024 to provide grants, low-interest loans, and loan
5guarantees to veteran-led nonprofit organizations (VNO).
   6The bill makes the distribution of such moneys appropriated
7to the IFA contingent on a VNO using the funds to purchase
8land, construct housing, or furnish housing for the purpose of
9providing transitional housing to homeless veterans; ensuring
10the veterans receiving such transitional housing benefits are
11suffering from or are at risk of opioid or other substance
12abuse disorder, post-traumatic stress disorder, or another
13mental illness or life disruption as the IFA, in consultation
14with the department of health and human services and the
15department of veterans affairs, deems appropriate; and that
16the funds are used as a part of a wraparound health and social
17services program provided by or through the VNO.
   18The bill states that all moneys appropriated pursuant to the
19bill that remain unencumbered or unobligated at the close of
20the fiscal year shall not revert but shall remain available for
21expenditure for the purposes designated until the close of the
22succeeding fiscal year.
