2the veterans trust fund.
3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 99G.39, subsection 3, Code 2023, is
2amended to read as follows:
   33.  Two million five hundred thousand dollars in lottery
4revenues shall be transferred each fiscal year to the veterans
5trust fund established pursuant to section 35A.13 prior to
6deposit of the lottery revenues in the general fund pursuant
7to section 99G.40. However, if the balance of the veterans
8trust fund is fifty million dollars or more, the moneys shall
9be appropriated to the department of revenue for distribution
10to county directors of veteran affairs, with fifty percent
11of the moneys to be distributed equally to each county and
12fifty percent of the moneys to be distributed to each county
13based upon the population of veterans in the county, so long
14as the moneys distributed to a county do not supplant moneys
15appropriated by that county for the county director of veteran
16affairs.

17EXPLANATION
18The inclusion of this explanation does not constitute agreement with
19the explanation’s substance by the members of the general assembly.
   20Under current law, $2.5 million in lottery revenues is
21transferred every fiscal year to the veterans trust fund until
22the veterans trust fund reaches a balance of $50 million or
23more. After reaching $50 million, the $2.5 million that
24would otherwise be transferred to the veterans trust fund is
25appropriated to the department of revenue for distribution to
26county directors of veteran affairs.
   27This bill eliminates the appropriation contingent upon the
28veterans trust fund balance reaching $50 million or more,
29resulting in an annual appropriation to the department of
30revenue of $2.5 million to the fund.
