3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  68A.507  Contributions from
2out-of-state sources — limitations.
   31.  A candidate or candidate’s committee shall not accept
4contributions of greater than one hundred dollars in total from
5all persons not living in or incorporated or organized under
6the laws of this state.
   72.  It is the intent of the general assembly that this
8section be interpreted so that the outcomes of Iowa elections
9are determined by the people of Iowa and that contributions
10come mostly from the people of Iowa.
11EXPLANATION
12The inclusion of this explanation does not constitute agreement with
13the explanation’s substance by the members of the general assembly.
   14This bill prohibits a candidate for public office or
15a candidate’s committee from accepting contributions of
16greater than $100 in total from all persons not living in
17or incorporated or organized under the laws of this state.
18The bill states the general assembly’s intent that the bill
19be interpreted so that the outcomes of Iowa elections are
20determined by the people of Iowa. By operation of law, a
21person who willfully violates a provision of the bill is guilty
22of a serious misdemeanor. A serious misdemeanor is punishable
23by confinement for no more than one year and a fine of at least
24$430 but not more than $2,560.
