3examiners to applicants from other states or countries.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 272.8, subsection 1, Code 2023, is
2amended to read as follows:
   31.  a.  The board may issue a license to an applicant from
4another state or country if the applicant files evidence of the
5possession of the required or equivalent requirements with the
6board, including any of the following:
   7(1)  A full license from another state or country, which
8shall not include a temporary license or an emergency license
.
   9(2)  Verification from an institution located in another
10state that the applicant has completed all program and
11licensure requirements with the exception of any assessments
12required by the state.
   13(3)  Transcripts indicating the applicant completed an
14educator preparation program located in another country.
   15b.  If the applicant is the spouse of a military person who
16is on duty or in active state duty as defined in section 29A.1,
17subsections 10 and 12, the board shall assign a consultant to
18be the single point of contact for the applicant regarding
19nontraditional licensure.
20   Sec. 2.  Section 272C.12, subsection 1, unnumbered paragraph
211, Code 2023, is amended to read as follows:
   22Notwithstanding any other provision of law, an occupational
23or professional license, certificate, or registration,
24including a license, certificate, or registration issued by
25the board of educational examiners, shall be issued without
26an examination to a person who has established residency in
27this state or is married to an active duty member of the
28military forces of the United States and is accompanying the
29member on an official permanent change of station to a military
30installation located in this state
if all of the following
31conditions are met:
32   Sec. 3.  Section 272C.12, subsection 1, paragraph b, Code
332023, is amended by striking the paragraph.
34EXPLANATION
35The inclusion of this explanation does not constitute agreement with
-1-1the explanation’s substance by the members of the general assembly.
   2This bill relates to requirements for professional
3licensure, including licenses issued by the board of
4educational examiners (BOEE) to applicants from other states
5or countries.
   6Current law authorizes the BOEE to issue a license to an
7applicant from another state or country if the applicant files
8evidence of the possession of the required or equivalent
9requirements with the BOEE. The bill provides that such
10required or equivalent requirements shall include a full
11license from another state or country, verification from an
12institution located in another state that the applicant has
13completed all program and licensure requirements except for
14state-required assessments, and transcripts indicating the
15applicant completed an educator preparation program located in
16another country.
   17Current Code section 272C.12 requires that an occupational
18or professional license, certificate, or registration shall
19be issued without an examination to a person if the person
20satisfies certain specified conditions. One of these
21conditions, for licenses issued pursuant to Code chapter 103
22(electricians and electrical contractors) or 105 (plumbers,
23mechanical professionals, and contractors), is that the person
24has established residency in this state or is married to an
25active duty member of the military forces of the United States
26and is accompanying the member on an official permanent change
27of station to a military installation located in this state.
28The bill extends this requirement to all licenses and makes a
29conforming change.
