3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. DENTAL REIMBURSEMENT RATES — MEDICAID PROGRAM
2— APPROPRIATION. There is appropriated from the general fund
3of the state to the department of health and human services
4for the fiscal year beginning July 1, 2023, and ending June
530, 2024, in addition to any other funds appropriated for the
6same purpose, the following amount, or so much thereof as is
7necessary, to be used for the purposes designated:

9The funds appropriated in this section shall be used by the
10department of health and human services to adjust reimbursement
11rates for providers participating in the dental wellness plan
12and dental wellness plan kids to provide reimbursement for
13services at the commercial usual, customary, and reasonable
14fee rate or at the commercial dental insurance billed charges
15rate for the service; whichever is higher, in order to maximize
16dental provider participation in and member access under the
17dental wellness plan and dental wellness plan kids.
18EXPLANATION
19The inclusion of this explanation does not constitute agreement with
20the explanation’s substance by the members of the general assembly.
21This bill makes an appropriation from the general fund of
22the state to the department of health and human services (HHS)
23for FY 2023-2024, in addition to any other funds appropriated
24for the same purpose, to be used by HHS to adjust reimbursement
25rates for providers participating in the dental wellness plan
26and dental wellness plan kids to provide reimbursement for
27services at the commercial usual, customary, and reasonable
28fee rate or at the commercial dental insurance billed charges
29rate for the service, whichever is higher, in order to maximize
30dental provider participation in and member access under the
31dental wellness plan and dental wellness plan kids.
