4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 266.2, Code 2023, is amended to read as
2follows:
   3266.2  Courses of study.
   41.  There shall be adopted and taught at said university of
5science and technology practical courses of study, embracing
6in their leading branches such as relate to agriculture and
7mechanic arts, mines and mining, and ceramics, and such other
8branches as are best calculated to educate thoroughly the
9agricultural and industrial classes in the several pursuits
10and professions of life, including military tactics. If a
11practitioner preparation program as defined in section 272.1
12is established, it shall include the subject of physical
13education.
   142.  The university shall offer a course of study that will
15allow students to obtain an undergraduate degree with a major
16in soil and water conservation.
17   Sec. 2.  IOWA STATE UNIVERSITY OF SCIENCE AND TECHNOLOGY —
18IMPLEMENTATION OF SOIL AND WATER CONSERVATION DEGREE.
  Iowa
19state university of science and technology shall offer a course
20of study that complies with section 266.2, subsection 2, no
21later than the fall semester of 2024.
22   Sec. 3.  STATE BOARD OF REGENTS — SOIL AND WATER
23CONSERVATION ARTICULATION AGREEMENTS.
  The state board of
24regents shall revise its statewide articulation agreement with
25community colleges pursuant to section 262.9, subsection 32,
26to provide for the seamless transfer of general education and
27entry-level agronomy and water quality coursework that will
28count toward the completion of an undergraduate degree with a
29major in soil and water conservation at Iowa state university
30of science and technology.
31EXPLANATION
32The inclusion of this explanation does not constitute agreement with
33the explanation’s substance by the members of the general assembly.
   34This bill relates to soil and water conservation courses
35of study at community colleges and Iowa state university of
-1-1science and technology (ISU).
   2The bill requires ISU to offer, at a minimum, courses of
3study that will allow students to obtain an undergraduate
4degree with a major in soil and water conservation. The bill
5directs ISU to offer such a course of study no later than the
6fall semester of 2024.
   7The bill directs the state board of regents to revise its
8statewide articulation agreement with community colleges to
9provide for the seamless transfer of general education and
10entry-level agronomy and water quality coursework that will
11count toward the completion of an undergraduate degree with a
12major in soil and water conservation at ISU.
