3members of the house of representatives.
   4BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  The following amendment to the Constitution of
2the State of Iowa is proposed:
   3Section 3 of Article III of the Constitution of the State of
4Iowa is repealed and the following adopted in lieu thereof:
   5Sec.3.  Representatives — classification.  The members
6of the house of representatives shall be chosen on the
7first Tuesday after the first Monday in November of each
8even-numbered year by the qualified electors of their
9respective districts, and their term of office shall commence
10on the first day of January next after their election, and
11continue four years, and until their successors are elected
12and qualified. Members of the house of representatives shall
13be classified so that as nearly as possible one-half of the
14members of the house of representatives shall be elected every
15two years, and each member of the house of representatives
16elected concurrently with the adoption of this amendment
17or serving at the time of the adoption of this amendment
18shall be so classified. For those members of the house of
19representatives elected concurrently with the adoption of
20this amendment or serving at the time of the adoption of this
21amendment, those members of the house of representatives in the
22first class shall serve for two years following the first day
23of January next after the adoption of this amendment, and those
24in the second class shall serve for four years following the
25first day of January next after the adoption of this amendment.
26   Sec. 2.REFERRAL AND PUBLICATION.   The foregoing proposed
27amendment to the Constitution of the State of Iowa is referred
28to the general assembly to be chosen at the next general
29election for members of the general assembly, and shall be
30published as provided by law for three months previous to the
31date of that election.
32EXPLANATION
33The inclusion of this explanation does not constitute agreement with
34the explanation’s substance by the members of the general assembly.
   35This joint resolution proposes an amendment to the
-1-1Constitution of the State of Iowa relating to the terms of
2office for members of the house of representatives. The
3amendment changes the terms of office for members of the house
4of representatives to four years, with members to be elected
5on the first Tuesday after the first Monday in November of
6each even-numbered year, with one-half of all members to be
7elected every two years. The amendment provides that each
8member of the house of representatives who is serving at the
9time of adoption of the amendment or elected concurrently
10with the adoption of the amendment will be divided into two
11classes. Members in the first class shall serve for two years
12and members in the second class shall serve for four years.
   13The resolution, if adopted, would be published and then
14referred to the next general assembly for adoption, before
15being submitted to the electorate for ratification.
