4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  DEPARTMENT OF CORRECTIONS — MAIL.  The
2department of corrections shall amend its administrative rules
3pursuant to chapter 17A to provide that confidential mail
4sent by an attorney to an inmate committed to the custody
5of the director of the department of corrections, if the
6inmate is represented by the attorney, shall not contain any
7correspondence or material from an individual other than from
8the inmate’s attorney.
9EXPLANATION
10The inclusion of this explanation does not constitute agreement with
11the explanation’s substance by the members of the general assembly.
   12This bill relates to confidential mail sent by an attorney
13to an inmate committed to the custody of the department of
14corrections.
   15The bill directs the department of corrections to amend
16its administrative rules concerning confidential mail sent by
17an attorney to an inmate in the custody of the director of
18the department of corrections, if the inmate is represented
19by the attorney, to provide that any correspondence from the
20attorney shall not contain any correspondence or material from
21an individual other than from the inmate’s attorney.
