2BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 68A.404, subsection 1, Code 2023, is
2amended to read as follows:
   31.  As used in this section, “independent expenditure” means
4one or more expenditures in excess of one thousand dollars in
5the aggregate for a communication that expressly advocates
6the nomination, election, or defeat of a clearly identified
7candidate or the passage or defeat of a ballot issue that
8is made without the prior approval or coordination with a
9candidate, candidate’s committee, a political party as defined
10in section 43.2,
or a ballot issue committee.
11EXPLANATION
12The inclusion of this explanation does not constitute agreement with
13the explanation’s substance by the members of the general assembly.
   14This bill changes the definition of “independent
15expenditure” for purposes of campaign finance to include one
16or more expenditures in excess of $1,000 in the aggregate
17for a communication that expressly advocates the nomination,
18election, or defeat of a clearly identified candidate or the
19passage or defeat of a ballot issue that is made without the
20prior approval or coordination with a political party. Under
21current law, persons making independent expenditures are
22subject to certain reporting requirements.
