House Study Bill 21 - IntroducedA Bill ForAn Act 1relating to the amount the commission of veterans

3benefit of veterans and making an appropriation.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 35A.13, subsection 5, paragraph a, Code
22023, is amended to read as follows:
   3a.  For each fiscal year that the balance of the trust fund
4on July 1 is below fifty million dollars, the interest and
5earnings on moneys in the fund and the first five eight hundred
6thousand dollars transferred pursuant to section 99G.39 from
7the lottery fund are appropriated to the commission to be used
8to achieve the purposes of subsection 7. Moneys appropriated
9to the commission under this paragraph that remain unencumbered
10or unobligated at the end of the fiscal year shall revert to
11the fund.
12EXPLANATION
13The inclusion of this explanation does not constitute agreement with
14the explanation’s substance by the members of the general assembly.
   15This bill increases the amount the commission of veterans
16affairs may use from the veterans trust fund for the benefit
17of veterans in a year when the balance of the veterans trust
18fund on July 1 of that fiscal year is below $50 million from
19$500,000 to $800,000.
