4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  68A.507  Nonresident individuals
2— contribution limits.
   31.  Contributions from individuals who are not residents of
4this state at the time a contribution is made shall not exceed
5thirty percent of the total amount of contributions received
6by a candidate or candidate’s committee for each election.
7A candidate or candidate’s committee shall not accept a
8contribution from an individual in violation of this section.
   92.  This section does not apply to a candidate or
10candidate’s committee for a statewide office, president or
11vice president, United States senate, or United States house
12of representatives.
13   Sec. 2.  APPLICABILITY.  This Act applies to candidates
14seeking nomination for, or election in, the general election of
152024, and all subsequent elections.
16EXPLANATION
17The inclusion of this explanation does not constitute agreement with
18the explanation’s substance by the members of the general assembly.
   19This bill relates to campaign finance.
   20The bill prohibits a candidate or candidate’s committee
21from accepting a contribution that would cause the percentage
22of contributions received from individuals who are not
23residents of this state to exceed 30 percent of the amount of
24contributions received by the candidate or committee.
   25By operation of law, a person who willfully violates a
26provision of the bill is guilty of a serious misdemeanor. A
27serious misdemeanor is punishable by confinement for no more
28than one year and a fine of at least $430 but not more than
29$2,560.
   30The bill applies to persons seeking nomination for, or
31election in, the general election of 2024, and all subsequent
32elections. However, the bill does not apply to campaigns for
33certain statewide or federal offices.
