3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 483A.24, subsection 16, Code 2023, is
2amended to read as follows:
   316.  Upon payment of the fee established by rules adopted
4pursuant to section 483A.1 for a lifetime fishing license or
5lifetime hunting and fishing combined license, the department
6shall issue a lifetime fishing license or lifetime hunting and
7fishing combined license to a resident of Iowa who has served
8in the armed forces of the United States on federal active
9duty and who was disabled or was a prisoner of war during that
10veteran’s military service. The department shall prepare
11an application to be used by a person requesting a lifetime
12fishing license or lifetime hunting and fishing combined
13license under this subsection. The department of veterans
14affairs shall assist the department in verifying the status or
15claims of applicants under this subsection. As used in this
16subsection, “disabled” means entitled to a service connected
17rating under 38 U.S.C. ch.11.
18   Sec. 2.  Section 483A.24, Code 2023, is amended by adding the
19following new subsection:
20   NEW SUBSECTION.  21.  The department shall issue without
21fee a lifetime fishing license or lifetime hunting and fishing
22combined license to a resident of Iowa who has served in the
23armed forces of the United States on federal active duty and
24who was disabled during that veteran’s military service. The
25department shall prepare an application to be used by a person
26requesting a lifetime fishing license or lifetime hunting
27and fishing combined license under this subsection. Upon
28application, the person shall provide proof of service in the
29armed forces of the United States on federal active duty,
30proof of disability resulting from that service, a disability
31rating of at least zero percent determined by the department of
32veterans affairs, and proof of Iowa residency at the time of
33application. The department of veterans affairs shall assist
34the department in verifying the status or claims of applicants
35under this subsection. As used in this subsection, “disabled”
-1-1means entitled to a service-connected rating between zero and
2one hundred percent under 38 U.S.C. ch.11.
3EXPLANATION
4The inclusion of this explanation does not constitute agreement with
5the explanation’s substance by the members of the general assembly.
   6This bill relates to lifetime hunting and fishing licenses
7available to certain disabled veterans. Under current law, a
8resident who served in the armed forces of the United States on
9federal active duty and who was disabled during that veteran’s
10military service shall be issued a lifetime fishing license or
11lifetime hunting and fishing combined license after payment of
12a fee established by rule.
   13Under the bill, a resident disabled veteran may apply for
14and receive a lifetime fishing license or a lifetime hunting
15and fishing combined license without fee. A person applying
16for a license under the bill shall provide proof of service in
17the armed forces of the United States on federal active duty,
18proof of disability resulting from that service, a disability
19rating of at least 0 percent determined by the department of
20veterans affairs, and proof of Iowa residency at the time of
21application. The bill requires the department of veterans
22affairs to assist the department of natural resources in
23verifying the status or claims of applicants under the bill.
24For purposes of the bill, “disability” means entitled to a
25service-connected rating between 0 and 100 percent under 38
26U.S.C. ch.11.
