House Resolution 108 - Introduced


















An Act 1recognizing and affirming support for
2Ukrainian sovereignty and firmly stating that the
3people of Iowa stand on the side of freedom and
4individual self-determination and self-governance.
5WHEREAS, the House of Representatives stands for
6freedom and the right of the Ukrainian people to
7pursue and maintain their own self-determination and
8independence from military aggression and oppression
9from Russia;and
10WHEREAS, after years of oppression, in 1991,
11Ukraine gained its independence from the Soviet Union’s
-1-1totalitarian dictatorship;and
2WHEREAS, over 90 percent of Ukrainian citizens voted
3for their nation’s independence, with majorities in
4every region, formalizing their break with Russia,
5overwhelmingly expressing the people’s desire to be
6free;and
7WHEREAS, in the decades since, Russia has rejected
8good-faith efforts made to address concerns through
9dialogue to avoid needless conflict and avert human
10suffering, opting instead for violence and violations
11of international law;and
12WHEREAS, in February 2022, Russia launched a
13violent and unnecessary attack on the Ukrainian people
14threatening peace and security throughout Europe;and
15WHEREAS, the people of Iowa and the House of
16Representatives are committed to the spread of peace,
17democracy, and freedom worldwide;NOW THEREFORE,
   18BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
19That the House of Representatives calls for the end of
20hostilities in Ukraine and respect for the independence
21of the people of Ukraine;and

   22BE IT FURTHER RESOLVED, That the House of
23Representatives condemns in the strongest possible
24terms Russia’s unnecessary, violent, and immoral
25invasion of Ukraine and attacks on the Ukrainian
26people;and
   27BE IT FURTHER RESOLVED, That the House of
28Representatives commends the courage and resolve shown
29by the Ukrainian people in their pursuit of sovereignty
30and democracy, and pays tribute to the many men and

2democratic Ukraine.
