3GENERAL FUND APPROPRIATIONS
4   Section 1.  GENERAL FUND — DEPARTMENT.
   51.  There is appropriated from the general fund of the state
6to the department of agriculture and land stewardship for the
7fiscal year beginning July 1, 2022, and ending June 30, 2023,
8the following amount, or so much thereof as is necessary, to be
9used for the purposes designated:
   10For purposes of supporting the department, including its
11divisions, for administration, regulation, and programs; and
12for salaries, support, maintenance, and miscellaneous purposes:

   142.  Of the amount appropriated in subsection 1, the following
15amount is transferred to Iowa state university of science and
16technology, to be used for the university’s midwest grape and

21of management, the members of the joint appropriations
22subcommittee on agriculture and natural resources, and the
23chairpersons and ranking members of the senate and house

25detail the expenditure of moneys appropriated in this section
26to support the department’s administration, regulation, and
27programs.
28DESIGNATED APPROPRIATIONs
29MISCELLANEOUS FUNDS
30   Sec. 2.  UNCLAIMED PARI-MUTUEL WAGERING WINNINGS —
31HORSE AND DOG RACING.
  There is appropriated from the moneys
32available under section 99D.13 to the department of agriculture
33and land stewardship for the fiscal year beginning July 1,
342022, and ending June 30, 2023, the following amount, or so
35much thereof as is necessary, to be used for the purposes

3and enforcement of horse and dog racing law pursuant to section
499D.22, including for salaries, support, maintenance, and

11year beginning July 1, 2022, and ending June 30, 2023, the
12following amount, or so much thereof as is necessary, to be
13used for the purposes designated:

19   Sec. 4.  DAIRY REGULATION.
   201.  There is appropriated from the general fund of the state
21to the department of agriculture and land stewardship for the
22fiscal year beginning July 1, 2022, and ending June 30, 2023,
23the following amount, or so much thereof as is necessary, to be
24used for the purposes designated:
   25For purposes of performing functions pursuant to section
26192.109, including conducting a survey of grade “A” milk and
27certifying the results to the secretary of agriculture:

   292.  Notwithstanding section 8.33, moneys appropriated in
30this section that remain unencumbered or unobligated at the
31close of the fiscal year shall not revert but shall remain
32available for expenditure for the purposes designated until the
33close of the succeeding fiscal year.
34   Sec. 5.  LOCAL FOOD AND FARM PROGRAM.
   351.  There is appropriated from the general fund of the state

2fiscal year beginning July 1, 2022, and ending June 30, 2023,
3the following amount, or so much thereof as is necessary, to be
4used for the purposes designated:
   5For purposes of supporting the local food and farm program
6pursuant to chapter 267A:

   82.  The department shall enter into a cost-sharing agreement
9with Iowa state university of science and technology to support
10the local food and farm program coordinator position as part of
11the university’s cooperative extension service in agriculture
12and home economics pursuant to chapter 267A.
   133.  Notwithstanding section 8.33, moneys appropriated in
14this section that remain unencumbered or unobligated at the
15close of the fiscal year shall not revert but shall remain
16available for expenditure for the purposes designated until the
17close of the succeeding fiscal year.
18   Sec. 6.  AGRICULTURAL EDUCATION.
   191.  There is appropriated from the general fund of the state
20to the department of agriculture and land stewardship for the
21fiscal year beginning July 1, 2022, and ending June 30, 2023,
22the following amount, or so much thereof as is necessary, to be
23used for the purposes designated:
   24For purposes of allocating moneys to an Iowa association
25affiliated with a national organization which promotes
26agricultural education providing for future farmers:

   282.  Notwithstanding section 8.33, moneys appropriated in
29this section that remain unencumbered or unobligated at the
30close of the fiscal year shall not revert but shall remain
31available for expenditure for the purposes designated until the
32close of the succeeding fiscal year.
33   Sec. 7.  FOREIGN ANIMAL DISEASES AFFLICTING LIVESTOCK.
  34There is appropriated from the general fund of the state to the
35department of agriculture and land stewardship for the fiscal
-3-1year beginning July 1, 2022, and ending June 30, 2023, the
2following amount, or so much thereof as is necessary, to be
3used for the purposes designated:
   4For deposit in the foreign animal disease preparedness and
5response fund created in section 163.3B:

7   Sec. 8.  FARMERS WITH DISABILITIES PROGRAM.
   81.  There is appropriated from the general fund of the state
9to the department of agriculture and land stewardship for the
10fiscal year beginning July 1, 2022, and ending June 30, 2023,
11the following amount, or so much thereof as is necessary, to be
12used for the purposes designated:
   13For purposes of supporting a program for farmers with
14disabilities:

   162.  The moneys appropriated in subsection 1 shall be used for
17the public purpose of providing a grant to a national nonprofit
18organization with over 80 years of experience in assisting
19children and adults with disabilities and special needs. The
20moneys shall be used to support a nationally recognized program
21that began in 1986 and has been replicated in at least 30 other
22states, but which is not available through any other entity
23in this state, and that provides assistance to farmers with
24disabilities in all 99 counties to allow the farmers to remain
25in their own homes and be gainfully engaged in farming through
26provision of agricultural worksite and home modification
27consultations, peer support services, services to families,
28information and referral, and equipment loan services.
   293.  Notwithstanding section 8.33, moneys appropriated in
30this section that remain unencumbered or unobligated at the
31close of the fiscal year shall not revert but shall remain
32available for expenditure for the purposes designated until the
33close of the succeeding fiscal year.
34   Sec. 9.  LOESS HILLS DEVELOPMENT AND CONSERVATION FUND.
   351.  There is appropriated from the general fund of the state
-4-1to the department of agriculture and land stewardship for the
2fiscal year beginning July 1, 2022, and ending June 30, 2023,
3the following amount, or so much thereof as is necessary, to be
4used for the purposes designated:
   5For deposit in the loess hills development and conservation
6fund created pursuant to section 161D.2:

   82.  a.  Of the amount appropriated to the loess hills
9development and conservation fund in subsection 1, $360,000
10shall be allocated to the fund’s hungry canyons account.
   11b.  Not more than 10 percent of the moneys allocated to the
12fund’s hungry canyons account as provided in paragraph “a” may
13be used for administrative costs.
   143.  a.  Of the amount appropriated to the loess hills
15development and conservation fund in subsection 1, $40,000
16shall be allocated to the fund’s loess hills alliance account.
   17b.  Not more than 10 percent of the moneys allocated to the
18fund’s loess hills alliance account as provided in paragraph
19“a” may be used for administrative costs.
20   Sec. 10.  SOUTHERN IOWA DEVELOPMENT AND CONSERVATION FUND.
   211.  There is appropriated from the general fund of the state
22to the department of agriculture and land stewardship for the
23fiscal year beginning July 1, 2022, and ending June 30, 2023,
24the following amount, or so much thereof as is necessary, to be
25used for the purposes designated:
   26For deposit in the southern Iowa development and
27conservation fund created pursuant to section 161D.12:

   292.  Not more than 10 percent of the moneys appropriated
30to the fund as provided in subsection 1 may be used for
31administrative costs.
32   Sec. 11.  GRAIN REGULATION.  There is appropriated from the
33general fund of the state to the department of agriculture
34and land stewardship for the fiscal year beginning July 1,
352022, and ending June 30, 2023, the following amount, or so

2designated:

7   Sec. 12.  VALUE ADDED AGRICULTURE GRANT PROGRAM.  There
8is appropriated from the general fund of the state to the
9department of agriculture and land stewardship for the fiscal
10year beginning July 1, 2022, and ending June 30, 2023, the
11following amount, or so much thereof as is necessary, to be
12used for the purposes designated:
   13For the administration and execution of a value added
14agriculture grant program to identify, evaluate, and support
15programs and services which add value to agriculture products,
16enable new technology, and support marketing strategies:

19DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP
20WATER QUALITY INITIATIVE
21   Sec. 13.  WATER QUALITY INITIATIVE — GENERAL FUND.
   221.  There is appropriated from the general fund of the state
23to the department of agriculture and land stewardship for the
24fiscal year beginning July 1, 2022, and ending June 30, 2023,
25the following amount, or so much thereof as is necessary, to be
26used for the purposes designated:
   27For deposit in the water quality initiative fund created in
28section 466B.45, for purposes of supporting the water quality
29initiative administered by the division of soil conservation
30and water quality as provided in section 466B.42, including
31salaries, support, maintenance, and miscellaneous purposes:

   332.  a.  The moneys appropriated in subsection 1 shall be
34used to support projects in subwatersheds as designated by the
35division that are part of high-priority watersheds identified
-6-1by the water resources coordinating council established
2pursuant to section 466B.3.
   3b.  The moneys appropriated in subsection 1 shall be used to
4support projects in watersheds generally, including regional
5watersheds, as designated by the division and high-priority
6watersheds identified by the water resources coordinating
7council established pursuant to section 466B.3.
   83.  In supporting projects in subwatersheds and watersheds
9as provided in subsection 2, all of the following apply:
   10a.  The demonstration projects shall utilize water quality
11practices as described in the Iowa nutrient reduction strategy
12as defined in section 455B.171.
   13b.  The division shall implement demonstration projects as
14provided in paragraph “a” by providing for participation by
15persons who hold a legal interest in agricultural land used in
16farming. To every extent practical, the division shall provide
17for collaborative participation by such persons who hold a
18legal interest in agricultural land located within the same
19subwatershed.
   20c.  The division shall implement a demonstration project on
21a cost-share basis as determined by the division. However,
22except for edge-of-field practices, the state’s share of the
23amount shall not exceed 50 percent of the estimated cost of
24establishing the practice as determined by the division or
2550 percent of the actual cost of establishing the practice,
26whichever is less.
   27d.  The demonstration projects shall be used to educate other
28persons about the feasibility and value of establishing similar
29water quality practices. The division shall promote field day
30events for purposes of allowing interested persons to establish
31water quality practices on their agricultural land.
   32e.  The division shall conduct water quality evaluations
33within supported subwatersheds. Within a reasonable period
34after accumulating information from such evaluations, the
35division shall create an aggregated database of water quality
-7-1practices. Any information identifying a person holding a
2legal interest in agricultural land or specific agricultural
3land shall be a confidential record under section 22.7.
   44.  The moneys appropriated in subsection 1 shall be used
5to support education and outreach in a manner that encourages
6persons who hold a legal interest in agricultural land used for
7farming to implement water quality practices, including the
8establishment of such practices in watersheds generally, and
9not limited to subwatersheds or high-priority watersheds.
   105.  The moneys appropriated in subsection 1 may be used
11to contract with persons to coordinate the implementation of
12efforts provided in this section.
   136.  The moneys appropriated in subsection 1 may be used by
14the department to support urban soil and water conservation
15efforts, which may include but are not limited to management
16practices related to bioretention, landscaping, the use of
17permeable or pervious pavement, and soil quality restoration.
18The moneys shall be allocated on a cost-share basis as provided
19in chapter 161A.
   207.  Notwithstanding any other provision of law to the
21contrary, the department may use moneys appropriated in
22subsection 1 to carry out the provisions of this section on a
23cost-share basis in combination with other moneys available to
24the department from a state or federal source.
   258.  Not more than 10 percent of the moneys appropriated in
26this section may be used to pay for the costs of administering
27and implementing the water quality initiative by the
28department’s division of soil conservation and water quality as
29provided in section 466B.42 and this section.
30DIVISION III
31department of natural resources
32   Sec. 14.  GENERAL FUND — DEPARTMENT.
   331.  There is appropriated from the general fund of the state
34to the department of natural resources for the fiscal year
35beginning July 1, 2022, and ending June 30, 2023, the following
-8-1amount, or so much thereof as is necessary, to be used for the
2purposes designated:
   3For purposes of supporting the department, including its
4divisions, for administration, regulation, and programs; and
5for salaries, support, maintenance, and miscellaneous purposes:

   72.  The department shall submit a report each quarter of the
8fiscal year to the legislative services agency, the department
9of management, the members of the joint appropriations

13detail the expenditure of moneys appropriated under this
14section to support the department’s administration, regulation,
15and programs.
16   Sec. 15.  STATE FISH AND GAME PROTECTION FUND — REGULATION
17AND ADVANCEMENT OF OUTDOOR ACTIVITIES.
   181.  There is appropriated from the state fish and game
19protection fund created pursuant to section 456A.17 to the
20department of natural resources for the fiscal year beginning
21July 1, 2022, and ending June 30, 2023, the following amount,
22or so much thereof as is necessary, to be used for the purposes
23designated:
   24For purposes of supporting the regulation or advancement of
25hunting, fishing, or trapping, or the protection, propagation,
26restoration, management, or harvest of fish or wildlife,
27including for administration, regulation, law enforcement, and
28programs; and for salaries, support, maintenance, equipment,
29and miscellaneous purposes:

   312.  Notwithstanding section 455A.10, the department may use
32the unappropriated balance remaining in the state fish and game
33protection fund to provide for the funding of health and life
34insurance premium payments from unused sick leave balances of
35conservation peace officers employed in a protection occupation
-9-1who retire, pursuant to section 97B.49B.
   23.  Notwithstanding section 455A.10, the department of
3natural resources may use the unappropriated balance remaining
4in the state fish and game protection fund for the fiscal
5year beginning July 1, 2022, and ending June 30, 2023, as is
6necessary to fund salary adjustments for departmental employees
7for which the general assembly has made an operating budget
8appropriation in subsection 1.
9   Sec. 16.  GROUNDWATER PROTECTION FUND — WATER
10QUALITY.
  There is appropriated from the groundwater protection
11fund created in section 455E.11 to the department of natural
12resources for the fiscal year beginning July 1, 2022,
13and ending June 30, 2023, from those moneys which are not
14allocated pursuant to that section, the following amount, or
15so much thereof as is necessary, to be used for the purposes
16designated:
   17For purposes of supporting the department’s protection
18of the state’s groundwater, including for administration,
19regulation, and programs, and for salaries, support,
20maintenance, equipment, and miscellaneous purposes:

21$400,000 may be used by the department to acquire or install
22stream gages for purposes of tracking and predicting flood

26subsection 1 that remain unencumbered or unobligated at the
27close of the fiscal year shall not revert but shall remain
28available for expenditure for the purposes designated until the
29close of the succeeding fiscal year.
30   Sec. 20.  FORESTRY HEALTH MANAGEMENT.
   311.  There is appropriated from the general fund of the state
32to the department of natural resources for the fiscal year
33beginning July 1, 2022, and ending June 30, 2023, the following
34amount, or so much thereof as is necessary, to be used for the
35purposes designated:

20   Sec. 22.  VETERINARY DIAGNOSTIC LABORATORY.
   211.  There is appropriated from the general fund of the state
22to Iowa state university of science and technology for the
23fiscal year beginning July 1, 2022, and ending June 30, 2023,
24the following amount, or so much thereof as is necessary, to be
25used for the purposes designated:
   26For purposes of supporting the college of veterinary
27medicine for the operation of the veterinary diagnostic
28laboratory:

   302.  a.  Iowa state university of science and technology
31shall not reduce the amount that it allocates to support the
32college of veterinary medicine from any other source due to the
33appropriation made in this section.
   34b.  Paragraph “a” does not apply to a reduction made to
35support the college of veterinary medicine, if the same
-12-1percentage of reduction imposed on the college of veterinary
2medicine is also imposed on all of Iowa state university of
3science and technology’s budget units.
   43.  If by June 30, 2023, Iowa state university of science and
5technology fails to allocate the moneys appropriated in this
6section to the college of veterinary medicine in accordance
7with this section, the moneys appropriated in this section for
8that fiscal year shall revert to the general fund of the state.
9   Sec. 23.  LIVESTOCK DISEASE RESEARCH.
   101.  There is appropriated from the general fund of the state
11to Iowa state university of science and technology for the
12fiscal year beginning July 1, 2022, and ending June 30, 2023,
13the following amount, or so much thereof as is necessary, to be
14used for the purposes designated:
   15For deposit in the livestock disease research fund created
16in section 267.8:

   182.  Moneys appropriated under subsection 1 shall be used
19by Iowa state university of science and technology to support
20animal disease research in areas of importance to livestock
21producers.
22DIVISION V
23STATE UNIVERSITY OF IOWA
24SPECIAL GENERAL FUND APPROPRIATION
25AGRICULTURAL SAFETY AND HEALTH
26   Sec. 24.  IOWA’S CENTER FOR AGRICULTURAL SAFETY AND HEALTH
27(I-CASH).
   281.  There is appropriated from the general fund of the state
29to the state university of Iowa for the fiscal year beginning
30July 1, 2022, and ending June 30, 2023, the following amount,
31or so much thereof as is necessary, to be used for the purposes
32designated:
   33For supporting the operations of Iowa’s center for
34agricultural safety and health, as part of the university’s
35college of public health, and in cooperation with the
-13-1department of agriculture and land stewardship, to anticipate,
2recognize, and prevent occupational illness and injury among
3members of the agricultural community:

   52.  a.  As a condition of the appropriation made in
6subsection 1, the state university of Iowa shall retain the
7director of Iowa’s center for agricultural safety and health
8employed on the effective date of this division of this Act for
9at least the same number of hours for the fiscal year beginning
10July 1, 2022, as worked by the director during the fiscal year
11beginning July 1, 2021.
   12b.  As a condition of the appropriation made in subsection
131, the state university of Iowa shall not reduce the amount
14allocated to support Iowa’s center for agricultural safety from
15any other source due to the appropriation made in subsection 1.
   163.  If by June 30, 2023, the state university of Iowa fails
17to use the moneys appropriated in subsection 1 in accordance
18with the purposes and conditions of subsections 1 and 2, any
19unencumbered or unobligated moneys appropriated in subsection
201 for the fiscal year beginning July 1, 2022, and ending June
2130, 2023, shall revert to the general fund of the state. In
22addition, if moneys are required to be reverted pursuant to
23section 8.33, the state university of Iowa shall transfer to
24the general fund of the state from any otherwise unencumbered
25or unobligated moneys from any other general fund appropriation
26or from any moneys available from other funding sources an
27amount equal to the amount appropriated in subsection 1 less
28any amount reverted to the general fund of the state pursuant
29to section 8.33.

33   Sec. 25.  DEPARTMENT OF AGRICULTURE AND LAND
34STEWARDSHIP.
  There is appropriated from the environment first
35fund created in section 8.57A to the department of agriculture
-14-1and land stewardship for the fiscal year beginning July 1,
22022, and ending June 30, 2023, the following amounts, or so
3much thereof as is necessary, to be used for the purposes
4designated:
   51.  CONSERVATION RESERVE ENHANCEMENT PROGRAM (CREP)
   6a.  For the conservation reserve enhancement program to
7restore and construct wetlands for the purposes of intercepting
8tile line runoff, reducing nutrient loss, improving water
9quality, and enhancing agricultural production practices:

   11b.  Not more than 10 percent of the moneys appropriated
12in paragraph “a” may be used for costs of administration and
13implementation of soil and water conservation practices.
   14c.  Notwithstanding any other provision of law, the
15department may use moneys appropriated in this subsection,

17fund appropriations, for cost sharing to match United States
18department of agriculture, natural resources conservation
19service, wetlands reserve enhancement program (WREP) funding
20available to Iowa.
   212.  WATERSHED PROTECTION
   22a.  For continuation of a program that provides
23multiobjective resource protections for flood control, water
24quality, erosion control, and natural resource conservation:

27in paragraph “a” may be used for costs of administration and
28implementation of soil and water conservation practices.
   293.  CONSERVATION RESERVE PROGRAM (CRP)
   30a.  To encourage and assist farmers in enrolling in and the
31implementation of the federal conservation reserve program and
32to work with them to enhance their revegetation efforts to
33improve water quality and habitat:

21department allocates to a soil and water conservation district,
22the first $15,000 may be expended by the district for the
23purpose of providing financial incentives under section 161A.73
24to establish management practices for the control of soil
25erosion on land that is row-cropped, including but not limited
26to nontill planting, ridge-till planting, and contouring
27strip-cropping. Of any remaining amount of that appropriation
28allocated by the department to a district, 30 percent may be
29expended by the district for that same purpose.
   30e.  Not more than 5 percent of the moneys appropriated in
31paragraph “c” may be allocated for cost sharing to address
32complaints filed under section 161A.47.
   33f.  Of the moneys appropriated in paragraph “c”, 5 percent
34shall be allocated for financial incentives to establish
35practices to protect watersheds above publicly owned lakes of

2161A.73.
   3g.  The state soil conservation and water quality committee
4established by section 161A.4 may allocate moneys appropriated
5in paragraph “c” to conduct research and demonstration projects
6to promote conservation tillage and nonpoint source pollution
7control practices.
   8h.  The allocation of moneys as financial incentives as
9provided in section 161A.73 may be used in combination with
10moneys allocated by the department of natural resources.
   11i.  Not more than 15 percent of the moneys appropriated
12in paragraph “c” may be used for costs of administration and
13implementation of soil and water conservation practices.
   145.  SOIL AND WATER CONSERVATION — ADMINISTRATION

9   Sec. 28.  REVERSION.
  101.  a.  Except as provided in paragraph “b”, and
11notwithstanding section 8.33, moneys appropriated for the
12fiscal year beginning July 1, 2022, in this division of this
13Act that remain unencumbered or unobligated at the close of
14the fiscal year shall not revert but shall remain available
15for expenditure for the purposes designated until the close of
16the succeeding fiscal year, or until the project for which the
17appropriation was made is completed, whichever is earlier.
   18b.  Notwithstanding section 8.33, moneys appropriated for
19the fiscal year beginning July 1, 2022, in this division of
20this Act to the department of agriculture and land stewardship
21to provide financial assistance for the establishment of
22permanent soil and water conservation practices that remain
23unencumbered or unobligated at the close of the fiscal year
24shall not revert but shall remain available for expenditure
25for the purposes designated until the close of the fiscal year
26beginning July 1, 2025.
   272.  Subsection 1 does not apply to moneys transferred
28pursuant to this division of this Act to the loess hills
29development and conservation fund created in section 161D.2
30which shall not revert as provided in that section.
31DIVISION VII
32ENVIRONMENT FIRST FUND
33SPECIAL APPROPRIATIONS
34   Sec. 29.  WATER QUALITY INITIATIVE — DEPARTMENT OF
35AGRICULTURE AND LAND STEWARDSHIP.

   11.  There is appropriated from the environment first fund
2created in section 8.57A to the department of agriculture
3and land stewardship for the fiscal year beginning July 1,
42022, and ending June 30, 2023, the following amount, or so
5much thereof as is necessary, to be used for the purposes
6designated:
   7For deposit in the water quality initiative fund created in
8section 466B.45, for purposes of supporting the water quality
9initiative administered by the division of soil conservation
10and water quality as provided in section 466B.42, including
11salaries, support, maintenance, and miscellaneous purposes:

   132.  a.  The moneys appropriated in subsection 1 shall be
14used to support projects in subwatersheds as designated by the
15division that are part of high-priority watersheds identified
16by the water resources coordinating council established
17pursuant to section 466B.3.
   18b.  The moneys appropriated in subsection 1 shall be used to
19support projects in watersheds generally, including regional
20watersheds, as designated by the division and high-priority
21watersheds identified by the water resources coordinating
22council established pursuant to section 466B.3.
   233.  In supporting projects in subwatersheds and watersheds
24as provided in subsection 2, all of the following apply:
   25a.  The demonstration projects shall utilize water quality
26practices as described in the Iowa nutrient reduction strategy
27as defined in section 455B.171.
   28b.  The division shall implement demonstration projects as
29provided in paragraph “a” by providing for participation by
30persons who hold a legal interest in agricultural land used in
31farming. To every extent practical, the division shall provide
32for collaborative participation by such persons who hold a
33legal interest in agricultural land located within the same
34subwatershed.
   35c.  The division shall implement a demonstration project on
-20-1a cost-share basis as determined by the division. However,
2except for edge-of-field practices, the state’s share of the
3amount shall not exceed 50 percent of the estimated cost of
4establishing the practice as determined by the division or
550 percent of the actual cost of establishing the practice,
6whichever is less.
   7d.  The demonstration projects shall be used to educate other
8persons about the feasibility and value of establishing similar
9water quality practices. The division shall promote field day
10events for purposes of allowing interested persons to establish
11water quality practices on their agricultural land.
   12e.  The division shall conduct water quality evaluations
13within supported subwatersheds. Within a reasonable period
14after accumulating information from such evaluations, the
15division shall create an aggregated database of water quality
16practices. Any information identifying a person holding a
17legal interest in agricultural land or specific agricultural
18land shall be a confidential record under section 22.7.
   194.  The moneys appropriated in subsection 1 shall be used
20to support education and outreach in a manner that encourages
21persons who hold a legal interest in agricultural land used for
22farming to implement water quality practices, including the
23establishment of such practices in watersheds generally, and
24not limited to subwatersheds or high-priority watersheds.
   255.  The moneys appropriated in subsection 1 may be used
26to contract with persons to coordinate the implementation of
27efforts provided in this section.
   286.  The moneys appropriated in subsection 1 may be used by
29the department to support urban soil and water conservation
30efforts, which may include but are not limited to management
31practices related to bioretention, landscaping, the use of
32permeable or pervious pavement, and soil quality restoration.
33The moneys shall be allocated on a cost-share basis as provided
34in chapter 161A.
   357.  Notwithstanding any other provision of law to the
-21-1contrary, the department may use moneys appropriated in
2subsection 1 to carry out the provisions of this section on a
3cost-share basis in combination with other moneys available to
4the department from a state or federal source.
   58.  Not more than 10 percent of the moneys appropriated in
6this section may be used to pay for the costs of administering
7and implementing the water quality initiative by the
8department’s division of soil conservation and water quality as
9provided in section 466B.42 and this section.
10DIVISION VIII
11IOWA RESOURCES ENHANCEMENT AND PROTECTION FUND
12   Sec. 30.  REAP — IN LIEU OF GENERAL FUND APPROPRIATION.In
13lieu of the standing appropriation in section 455A.18, there is
14appropriated from the environment first fund created in section
158.57A to the Iowa resources enhancement and protection fund
16for the fiscal year beginning July 1, 2022, and ending June
1730, 2023, the following amount, to be allocated as provided in
18section 455A.19:

21MAINTENANCE AND REPAIR.
  Notwithstanding section 455A.19,
22subsection 1, paragraph “a”, subparagraph (1), of the moneys
23allocated to the open spaces account of the Iowa resources
24enhancement and protection fund, up to $1,000,000 may be
25used by the department of natural resources for state park
26maintenance and repair for the fiscal year beginning July 1,
272022, and ending on June 30, 2023.
28EXPLANATION
29The inclusion of this explanation does not constitute agreement with
30the explanation’s substance by the members of the general assembly.
   31GENERAL. This bill relates to agriculture and natural
32resources by making appropriations for the fiscal year
332022-2023 to support related entities, including the department
34of agriculture and land stewardship (DALS), the department of
35natural resources (DNR), Iowa state university (ISU), and the
-22-1university of Iowa (UI).
   2The bill primarily appropriates moneys to DALS and DNR.
3 The appropriations are made to support those departments for
4administration, regulation, and support of programs. The bill
5requires the departments to submit quarterly reports to the
6general assembly and department of management regarding the
7expenditure of appropriated moneys. The bill also provides
8moneys to support specific programs or projects administered
9by those departments. The bill appropriates moneys from a
10number of sources, including the general fund of the state
11(general fund), the state fish and game protection fund, the
12groundwater protection fund, and the environment first fund
13(EFF). Appropriations are made from a number of sources to
14support the water quality initiative (WQI).
   15DALS — GENERAL FUND APPROPRIATIONS. The bill appropriates
16moneys to DALS from the general fund in order to support its
17administrative divisions, including consumer protection and
18industry services, soil conservation, and food safety and
19animal health. Moneys are transferred to ISU to support its
20midwest grape and wine industry institute.
   21DALS — MISCELLANEOUS FUNDS — DESIGNATED APPROPRIATIONS.
22 The bill appropriates moneys from several sources to support a
23number of designated purposes, including moneys derived from
24unclaimed winnings from horse and dog races, for administration
25and enforcement of racing regulations; and moneys credited
26to the renewable fuel infrastructure fund, for purposes of
27regulating motor fuel.
   28DALS — SPECIAL GENERAL FUND APPROPRIATIONS. The bill
29makes special appropriations from the general fund to DALS in
30order to support specific purposes including milk inspection,
31the local food and farm program, an agricultural education
32organization, foreign animal disease preparedness, assistance
33to farmers with disabilities, loess hills protections, southern
34Iowa development and conservation, grain regulation, and a
35value added agriculture grant program.

   1DALS — GENERAL FUND APPROPRIATIONS — WATER QUALITY. The
2bill appropriates moneys from the general fund to DALS for
3deposit in the water quality initiative fund, to support the
4WQI including high-priority watershed projects.
   5DNR — GENERAL FUND AND OTHER MAJOR FUNDS APPROPRIATIONS.
6 The bill makes appropriations from a number of funds to DNR in
7order to support its administrative divisions involving natural
8resources and environmental protection from the general fund,
9the state fish and game protection fund, and the groundwater
10protection fund.
   11DNR — MISCELLANEOUS FUNDS — DESIGNATED APPROPRIATIONS.
12 The bill appropriates moneys to DNR from a number of sources
13to support designated purposes, including moneys deposited in
14the special snowmobile fund to provide for administering and
15enforcing the state snowmobile programs; and moneys deposited
16in the unassigned revenue fund for purposes of paying for
17administration of DNR’s underground storage tanks section.
   18DNR — SPECIAL GENERAL FUND APPROPRIATIONS. The bill makes
19special appropriations from the general fund to DNR in order
20to support specific purposes including floodplain management,
21dam safety and forestry health management programs, and state
22parks.
   23ISU — SPECIAL GENERAL FUND APPROPRIATIONS. The bill
24appropriates moneys from the general fund to ISU to support the
25operation of its veterinary diagnostic laboratory and livestock
26disease research.
   27UI — SPECIAL GENERAL FUND APPROPRIATIONS. The bill makes
28appropriations from the general fund to UI to support the
29operations of Iowa’s center for agricultural safety and health
30which is part of UI’s college of public health.
   31DALS, DNR, AND UI — EFF — GENERAL APPROPRIATIONS. The
32bill appropriates moneys from the EFF to support a number of
33programs administered by DALS, DNR, and UI. For DALS, the
34moneys are appropriated to support programs involving soil
35conservation, watershed protection and nutrient management,
-24-1and the loess hills development and conservation fund. For
2DNR, moneys are appropriated to support programs involving
3state parks, geographic information systems, water quality
4monitoring, public water supplies, regulation of animal feeding
5operations, air quality, and floodplain management and dam
6safety. For UI, moneys are appropriated to support the Iowa
7geological survey. The bill includes provisions that delay the
8reversion of these moneys.
   9EFF — SPECIAL APPROPRIATIONS FOR WQI. The bill
10appropriates moneys from the EFF to the water quality
11initiative fund subject to the same conditions applicable to
12moneys appropriated to the fund from the general fund.
   13IOWA RESOURCES ENHANCEMENT AND PROTECTION (REAP) FUND — EFF
14APPROPRIATION IN LIEU OF GENERAL FUND APPROPRIATION. An amount
15of moneys is appropriated from the EFF to the REAP fund instead
16of the $20 million otherwise required to be appropriated to
17the fund from the general fund. Notwithstanding the standing
18allocation from the REAP fund to the open spaces account, DNR
19may use moneys in the account for state park maintenance and
20repair.
