3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 34A.7A, subsection 5, paragraph a, Code
22022, is amended to read as follows:
   3a.  The program manager, in consultation with the 911
4communications council and the auditor of state, shall
5establish a methodology for determining and collecting
6comprehensive public safety answering point cost and expense
7data through the county joint 911 service boards. The
8methodology shall include the collection of data for all direct
9 costs and expenses related to the operation of a public safety
10answering point and account for the extent to which identified
11costs and expenses are compensated for or addressed through 911
12surcharges versus other sources of funding.
13EXPLANATION
14The inclusion of this explanation does not constitute agreement with
15the explanation’s substance by the members of the general assembly.
   16This bill relates to public safety answering point cost and
17expense data collected from county joint 911 service boards.
   18The bill amends current law relating to the collection
19of data from a public safety communications facility that
20receives 911 calls. The bill provides that the 911 program
21manager appointed by the director of the department of homeland
22security and emergency management, in consultation with the
23911 communications council and the auditor of state, shall
24establish a methodology for determining and collecting public
25safety answering point cost and expense data through the county
26joint 911 service boards, which shall include the collection
27of data for only direct costs and expenses related to the
28operation of a public safety answering point, and shall account
29for the extent to which identified costs and expenses are
30compensated for or addressed through 911 surcharges versus
31other sources of funding.
