4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  70A.22  Sick leave restoration —
2COVID-19.
   31.  A state employee who uses sick leave as a result of
4COVID-19, as defined in section 686D.2, shall have those hours
5restored to the state employee’s accrued sick leave balance as
6provided by this section.
   72.  The department of administrative services shall adopt
8rules concerning the requirements of this section to include
9applicable procedures for state employees to request and to be
10granted restoration of sick leave hours upon verification of
11a state employee’s eligibility for restoration of sick leave
12hours.
13   Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of immediate
14importance, takes effect upon enactment.
15   Sec. 3.  RETROACTIVE APPLICABILITY.  This Act applies
16retroactively to March 1, 2020, for sick leave hours used on
17or after that date.
18EXPLANATION
19The inclusion of this explanation does not constitute agreement with
20the explanation’s substance by the members of the general assembly.
   21This bill provides that a state employee shall have their
22sick leave hours restored for taking sick leave relating
23to COVID-19. The bill provides that the department of
24administrative services adopt rules concerning the procedure
25for restoring sick leave. The bill takes effect upon enactment
26and applies retroactively to sick leave hours used on or after
27March 1, 2020.
