3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  68A.507  Expenditures and
2contributions from out-of-state sources prohibited.
   31.  A political committee shall not make an expenditure in
4this state using funds derived from sources outside this state.
   52.  A candidate or a candidate’s committee shall not accept
6a contribution from a person not living in or incorporated or
7organized under the laws of this state.
   83.  The board shall adopt rules pursuant to chapter 17A for
9the implementation of this section.
10   Sec. 2.  NEW SECTION.  68A.508  Contributions from political
11committees prohibited.
   12A candidate or a candidate’s committee shall not accept a
13contribution from a political committee.
14EXPLANATION
15The inclusion of this explanation does not constitute agreement with
16the explanation’s substance by the members of the general assembly.
   17This bill relates to certain political contributions and
18expenditures. The bill prohibits a political committee,
19currently defined in Code, from making an expenditure in this
20state using funds derived from sources outside this state. The
21bill also prohibits a candidate for a political office in this
22state or a candidate’s committee from accepting a contribution
23from a person not living in or incorporated or organized under
24the laws of this state, or from any political committee. By
25operation of law, a person who willfully violates a provision
26of the bill is guilty of a serious misdemeanor. A serious
27misdemeanor is punishable by confinement for no more than one
28year and a fine of at least $430 but not more than $2,560.
