3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  8A.440  Paid leave for birth or
2adoption of a child.
   3The department shall establish, by rule, that a state
4employee entitled to leave under the federal Family and Medical
5Leave Act of 1993 shall be provided paid leave for up to eight
6weeks for the birth or placement for adoption with the employee
7of a child if the leave is taken within twelve months following
8any such birth or adoption.
9EXPLANATION
10The inclusion of this explanation does not constitute agreement with
11the explanation’s substance by the members of the general assembly.
   12This bill provides that the department of administrative
13services shall establish, by rule, that a state employee
14entitled to leave under the federal Family and Medical Leave
15Act of 1993 shall be provided paid leave for up to eight weeks
16for the birth or adoption of a child if the leave is taken
17within 12 months following any such birth or adoption.
