4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  DEPARTMENT OF EDUCATION — SPECIAL EDUCATION
2SUPPORT FOR STUDENTS AT NONPUBLIC SCHOOLS — TASK FORCE.
   31.  The department of education shall convene and provide
4administrative support to a special education task force that
5shall study and make recommendations regarding how to better
6serve students enrolled in nonpublic schools who receive
7special education services, especially those students who
8reside in rural areas of the state.
   92.  The task force shall consist of the following members:
   10a.  A director of special education of an area education
11agency.
   12b.  A chief administrator of an area education agency.
   13c.  A representative of an accredited nonpublic secondary
14school.
   15d.  A representative of an accredited nonpublic elementary
16school.
   17e.  A special education director of a school district.
   18f.  A superintendent of a school district.
   19g.  An attorney employed by the department of education who
20is familiar with the state and federal laws governing special
21education.
   22h.  The chief of the special education bureau of the
23department of education, or the chief’s designee.
   24i.  An attorney who is familiar with the state and federal
25laws governing special education and who is not employed by the
26state or a political subdivision of the state.
   27j.  A parent or guardian of a student who is enrolled in a
28nonpublic school, receives special education services, and who
29resides in a rural area.
   30k.  A parent or guardian of a student who is enrolled in a
31nonpublic school, receives special education services, and who
32resides in an urban area.
   333.  The task force shall submit a report, including findings
34and recommendations for policy changes, to the general assembly
35by December 1, 2022.

   4This bill provides for the establishment of a task force
5related to special education support for students at nonpublic
6schools.
   7The bill requires the department of education to convene
8and provide administrative support to the task force. The
9bill establishes the composition of the membership of the task
10force. Additionally, the bill requires the task force to study
11and make recommendations regarding how to better serve students
12enrolled in nonpublic schools who receive special education
13services.
   14The bill requires the task force to submit a report that
15includes findings and recommendations for policy changes to the
16general assembly by December 1, 2022.
