4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  AUTHORITY OF LAW ENFORCEMENT OFFICER — ANNUAL
2RECREATIONAL BICYCLE RIDE ACROSS THE STATE OF IOWA.
  A law
3enforcement officer exercising the general powers of a
4law enforcement officer within the limits of a city or the
5unincorporated area of a county shall not interfere with the
6operation of a business establishment or nonprofit organization
7that is not operating in violation of any city or county
8ordinance during an annual recreational bicycle ride across the
9state. For purposes of this section, “law enforcement officer”
10means a member of a police force or other agency or department
11of the state, county, or city regularly employed as such and
12who is responsible for the prevention and detection of crime
13and the enforcement of the criminal laws of this state.
14EXPLANATION
15The inclusion of this explanation does not constitute agreement with
16the explanation’s substance by the members of the general assembly.
   17This bill relates to the authority of a law enforcement
18officer over local businesses operating during an annual
19recreational bicycle ride across the state.
   20The bill provides that a law enforcement officer exercising
21the general powers of a law enforcement officer within the
22limits of a city or the unincorporated area of a county shall
23not interfere with the operation of a business establishment
24or nonprofit organization that is not operating in violation
25of any city or county ordinance during an annual recreational
26bicycle ride across the state of Iowa.
   27The bill defines “law enforcement officer” as a member
28of a police force or other agency or department of the
29state, county, or city regularly employed as such and who is
30responsible for the prevention and detection of crime and the
31enforcement of the criminal laws of this state.
