3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  279.76  Parental monitoring of
2classroom activities — live video feeds.
   31.  a.  A school district shall have a camera in each
4classroom not designated for special education or physical
5education. The cameras shall be connected to the internet and
6provide the ability for a parent or guardian of a child in a
7classroom to obtain access to view the live footage of the
8camera connected to the child’s classroom.
   9b.  Expenses related to the installation and maintenance of
10classroom cameras and related services and hardware necessary
11to maintain live footage of classrooms shall be paid from
12school foundation aid received by the school district under
13section 257.16.
   142.  A school district shall restrict the access to view live
15footage of cameras in its classrooms so that only a parent
16or guardian of a child in the classroom may view the footage
17during hours in which students are in normal attendance.
   183.  a.  An employee of a school district who intentionally
19obstructs, disconnects, or otherwise causes a camera or online
20site not to function in a way that complies with subsection 1
21shall be guilty of noncompliance.
   22b.  A first offense of noncompliance is punishable by a
23written reprimand.
   24c.  A second offense of noncompliance is punishable by a fine
25equivalent to one percent of the employee’s weekly salary.
   26d.  A third or subsequent offense of noncompliance is
27punishable by a fine equivalent to five percent of the
28employee’s weekly salary.
   294.  A superintendent of a school district who fails to
30cause an employee of a school district to comply with the
31requirements of subsection 1 shall be subject to a fine
32equivalent to five percent of the superintendent’s weekly
33salary each time an employee of the superintendent’s school
34district is fined pursuant to subsection 3, paragraph “d”.

   3This bill relates to parental access to live video feeds of
4public school district classrooms and provides for penalties.
   5The bill requires each public school district to install
6cameras in every classroom not designated for special education
7or physical education so that parents and guardians of children
8may view live footage of their children’s classrooms.
   9The bill provides that expenses related to the installation
10and maintenance of classroom cameras and related services and
11hardware necessary to maintain live footage of classrooms shall
12be paid from school foundation aid.
   13The bill requires a school district to restrict the access

15only a parent or guardian of a child in the classroom may

   18The bill provides that an employee of a school district

22noncompliance. An employee guilty of noncompliance shall be
23subject to a written reprimand for a first offense; a fine
24equivalent to 1 percent of the employee’s weekly salary for
25a second offense; and a fine equivalent to 5 percent of the
26employee’s weekly salary for a third or subsequent offense.
   27The bill provides that a superintendent of a school district
28who fails to cause an employee of a school district to comply
29with the requirements for classroom cameras shall be subject to
30a fine equivalent to 5 percent of the superintendent’s weekly
31salary each time an employee of the superintendent’s school
32district is guilty of noncompliance for a third or subsequent
33time.
