5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  COLLEGE STUDENT AID COMMISSION.  There is
2appropriated from the general fund of the state to the college
3student aid commission for the fiscal year beginning July 1,
42022, and ending June 30, 2023, the following amounts, or so
5much thereof as is necessary, to be used for the purposes
6designated:
   71.  For purposes of providing vocational-technical tuition
8grants in accordance with section 261.17:

   102.  For purposes of providing skilled workforce shortage
11tuition grants in accordance with section 261.130:
..................................................  $1213,000,000
13EXPLANATION
14The inclusion of this explanation does not constitute agreement with
15the explanation’s substance by the members of the general assembly.
   16This bill relates to the college student aid commission,
17including vocational-technical tuition grants and skilled
18workforce shortage tuition grants.
   19The bill appropriates $7.5 million to the college student
20aid commission for fiscal year 2022-2023 for purposes of
21providing vocational-technical tuition grants under Code
22section 261.17. The bill also appropriates $13 million to the
23commission for fiscal year 2022-2023 for purposes of providing
24skilled workforce shortage tuition grants under Code section
25261.130.
