House Study Bill 570 - IntroducedA Bill ForAn Act 1relating to the reversion of moneys appropriated for

4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. 2021 Iowa Acts, chapter 166, section 21, is
2amended to read as follows:
3SEC. 21. DEPARTMENT OF HOMELAND SECURITY AND EMERGENCY
4MANAGEMENT APPROPRIATION. There is appropriated from
5the general fund of the state to the department of homeland
6security and emergency management for the fiscal year beginning
7July 1, 2021, and ending June 30, 2022, the following amount,
8or so much thereof as is necessary, to be used to conduct a
9governance and funding of levee districts study:
.................................................. $10400,000
11Notwithstanding section 8.33, moneys appropriated in this
12section that remain unencumbered or unobligated at the close of
13the fiscal year shall not revert but shall remain available for
14expenditure for the purposes designated until the close of the
15succeeding fiscal year.
16 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate
17importance, takes effect upon enactment.
18EXPLANATION
19The inclusion of this explanation does not constitute agreement with
20the explanation’s substance by the members of the general assembly.
21This bill provides that moneys appropriated during the 2021
22Legislative Session for a governance and funding of levee
23districts study shall not revert but shall remain available to
24the department of homeland security and emergency management
25for expenditure for the purposes designated during the
26succeeding fiscal year. The bill takes effect upon enactment.
