   5BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  The following amendment to the Constitution of
2the State of Iowa is proposed:
   3Article I of the Constitution of the State of Iowa is amended
4by adding the following new section:
   5Sec.26.  Right to read.  The general assembly shall make
6no law restricting the books or other written materials used
7to instruct students in elementary schools, secondary schools,
8universities, or any other educational institution.
   9The general assembly shall make no law restricting the
10books or other written materials available to students in
11the libraries of any elementary school, secondary school,
12university, or any other educational institution.
13   Sec. 2.REFERRAL AND PUBLICATION.   The foregoing proposed
14amendment to the Constitution of the State of Iowa is referred
15to the general assembly to be chosen at the next general
16election for members of the general assembly, and shall be
17published as provided by law for three months previous to the
18date of that election.
19EXPLANATION
20The inclusion of this explanation does not constitute agreement with
21the explanation’s substance by the members of the general assembly.
   22This joint resolution proposes an amendment to the
23Constitution of the State of Iowa relating to the right to
24read and restrictions relating to written materials used in
25educational institutions.
   26The joint resolution prohibits the general assembly from
27making any law that restricts the books or other written
28materials used to instruct students in elementary schools,
29secondary schools, universities, or any other educational
30institution. The joint resolution also prohibits the general
31assembly from making any law that restricts the books or other
32written materials available to students in the libraries of any
33elementary school, secondary school, university, or any other
34educational institution.
   35The resolution, if adopted, would be published and then

2before being submitted to the electorate for ratification.
