House Study Bill 531 - IntroducedA Bill ForAn Act 1relating to the expansion of bed capacities at state
2mental health institutes, providing for an appropriation,
3and including effective date provisions.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  DEPARTMENT OF HUMAN SERVICES — EXPANSION OF BED
2CAPACITY AT MENTAL HEALTH INSTITUTES.
There is appropriated
3from the general fund of the state to the department of human
4services for the fiscal year beginning July 1, 2022, and
5ending June 30, 2023, an amount necessary to be used for the
6purposes of expanding bed capacity at the state mental health
7institute at Cherokee by an additional twelve adult beds and
8six adolescent beds, and expanding the bed capacity at the
9state mental health institute at Independence by an additional
10twenty adult beds and eight adolescent beds.
11Notwithstanding section 8.33, moneys appropriated that
12remain unencumbered or unobligated at the close of the
13fiscal year shall not revert but shall remain available for
14expenditure for the purposes designated until the close of the
15succeeding fiscal year.
16   Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of immediate
17importance, takes effect upon enactment.
18EXPLANATION
19The inclusion of this explanation does not constitute agreement with
20the explanation’s substance by the members of the general assembly.
   21This bill appropriates moneys to the department of human
22services for FY 2022-2023 an amount necessary to expand the
23bed capacity of the mental health institute at Cherokee by an
24additional 12 adult beds and 6 adolescent beds, and to expand
25the bed capacity of the mental health institute at Independence
26by an additional 20 adult beds and 8 adolescent beds. Moneys
27appropriated that remain unencumbered or unobligated at the
28close of the fiscal year shall not revert but shall remain
29available for expenditure for the purposes designated until the
30close of the succeeding fiscal year.
   31The bill takes effect upon enactment.
