Senate Resolution 9 - Introduced


An Act 1advising the legislative services agency
2of the reasons for the Senate’s rejection of Senate
3File 620.
4WHEREAS, Joint Rule 24.1 requires that if either
5house rejects a redistricting plan submitted by the
6legislative services agency that house shall convey the
7reasons for such rejection to the legislative services
8agency by resolution;NOW THEREFORE,
   9BE IT RESOLVED BY THE SENATE, That Article III,
10section 34 of the Constitution of the State of Iowa
11states that “Each district so established shall be of
12compact and contiguous territory. The state shall
13be apportioned into senatorial and representative
14districts on the basis of population”;and

   15BE IT FURTHER RESOLVED, That Iowa Code section
1642.4(4) requires that districts shall be reasonably
17compact in form to the extent consistent with the
18requirements of population, district boundaries
19coinciding with political subdivisions, and be of
20convenient contiguous territory;and
   21BE IT FURTHER RESOLVED, That the Senate requests
22a second plan implementing the criteria established
23in Article III, section 34 of the Constitution of
24the State of Iowa and Iowa Code section 42.4(4), by
25submitting a plan that better balances compactness with
26the legally mandated population deviation.
