3education programs.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 135.176, subsection 1, Code 2021, is
2amended by adding the following new paragraph:
3   NEW PARAGRAPH.  d.  For the period beginning July 1, 2021,
4and ending June 30, 2026, the payment by the sponsor of medical
5residency program liability costs subject to provision by the
6sponsor of dollar-for-dollar matching funds used for payment
7of such costs. This paragraph shall not apply to medical
8residency programs to which chapter 669 applies.
9   Sec. 2.  Section 135.176, subsection 2, paragraphs e and f,
10Code 2021, are amended to read as follows:
   11e.  The maximum award of grant funds to a particular
12individual sponsor per year. An individual sponsor that
13establishes a new or alternative campus accredited medical
14residency training program as defined in subsection 1,
15paragraph “a”, shall not receive more than fifty percent
16of the state matching funds available each year to support
17the program. An individual sponsor proposing the provision
18of a new residency position within an existing accredited
19medical residency or fellowship training program as specified
20in subsection 1, paragraph “b”, or the funding of residency
21positions which are in excess of the federal residency cap as
22defined in subsection 1, paragraph “c”or the funding of the
23payment by the sponsor of medical residency program liability
24costs subject to provision by the sponsor of dollar-for-dollar
25matching funds used for payment of such costs as specified
26in subsection 1, paragraph “d”,
shall not receive more than
27twenty-five percent of the state matching funds available each
28year to support the program.
   29f.  Use of the funds awarded. Funds may be used to pay the
30costs of establishing, expanding, or supporting an accredited
31graduate medical education program as specified in this
32section, including but not limited to the costs associated
33with residency stipends and physician faculty stipends. For
34the period beginning July 1, 2021, and ending June 30, 2026,
35use of the funds awarded may include payment by the sponsor of

2subsection 1, paragraph “d”, and subject to provision by the
3sponsor of dollar-for-dollar matching funds used for payment
4of such costs.
