3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 100.19, subsection 7, paragraph b, Code
22021, is amended by striking the paragraph and inserting in
3lieu thereof the following:
   4b.  The state fire marshal shall establish a local fire
5protection and emergency medical service providers grant
6program to provide grants in the following order of priority:
   7(1)  Local fire protection service providers and local
8emergency medical service providers to establish or provide
9fireworks safety education programming to members of the
10public, and for the purchase of necessary enforcement,
11protection, or emergency response equipment related to the sale
12and use of consumer fireworks in this state.
   13(2)  Local volunteer fire protection service providers for
14the purchase of necessary enforcement, protection, or emergency
15response equipment.
16EXPLANATION
17The inclusion of this explanation does not constitute agreement with
18the explanation’s substance by the members of the general assembly.
   19This bill relates to the local fire protection and emergency
20medical service providers grant program.
   21The bill authorizes the state fire marshal to provide grants
22under the local fire protection and emergency medical service
23providers grant program to local volunteer fire protection
24service providers for the purchase of necessary equipment, in
25addition to the current authorization to provide grants to
26local fire protection service providers and local emergency
27medical service providers to provide fireworks safety education
28programming and to purchase necessary equipment related to
29the sale and use of consumer fireworks. The bill requires
30the state fire marshal to prioritize the grants to local fire
31protection service providers and local emergency medical
32service providers.
