1DIVISION I

3   Section 1.  DEPARTMENT OF CULTURAL AFFAIRS.   There is
4appropriated from the general fund of the state to the
5department of cultural affairs for the fiscal year beginning
6July 1, 2021, and ending June 30, 2022, the following amounts,
7or so much thereof as is necessary, to be used for the purposes
8designated:
   91.  ADMINISTRATION
   10For salaries, support, maintenance, and miscellaneous

7   Sec. 2.  GOALS AND ACCOUNTABILITY — ECONOMIC DEVELOPMENT.
   81.  For the fiscal year beginning July 1, 2021, the goals
9for the economic development authority shall be to expand and
10stimulate the state economy, increase the wealth of Iowans, and
11increase the population of the state.
   122.  To achieve the goals in subsection 1, the economic
13development authority shall do all of the following for the
14fiscal year beginning July 1, 2021:
   15a.  Concentrate its efforts on programs and activities that
16result in commercially viable products and services.
   17b.  Adopt practices and services consistent with free
18market, private sector philosophies.
   19c.  Ensure economic growth and development throughout the
20state.
   21d.  Work with businesses and communities to continually
22improve the economic development climate along with the
23economic well-being and quality of life for Iowans.
   24e.  Coordinate with other state agencies to ensure that they
25are attentive to the needs of an entrepreneurial culture.
   26f.  Establish a strong and aggressive marketing image to
27showcase Iowa’s workforce, existing industry, and potential.
28A priority shall be placed on recruiting new businesses,
29business expansion, and retaining existing Iowa businesses.
30Emphasis shall be placed on entrepreneurial development through
31helping entrepreneurs secure capital, and developing networks
32and a business climate conducive to entrepreneurs and small
33businesses.
   34g.  Encourage the development of communities and quality of
35life to foster economic growth.

   1h.  Prepare communities for future growth and development
2through development, expansion, and modernization of
3infrastructure.
   4i.  Develop public-private partnerships with Iowa businesses
5in the tourism industry, Iowa tour groups, Iowa tourism
6organizations, and political subdivisions in this state to
7assist in the development of advertising efforts.
   8j.  Develop, to the fullest extent possible, cooperative
9efforts for advertising with contributions from other sources.
10   Sec. 3.  ECONOMIC DEVELOPMENT AUTHORITY.
   111.  APPROPRIATION
   12a.  There is appropriated from the general fund of the state
13to the economic development authority for the fiscal year
14beginning July 1, 2021, and ending June 30, 2022, the following
15amount, or so much thereof as is necessary, to be used for the
16purposes designated in this subsection:

   18b.  (1)  For salaries, support, miscellaneous purposes,
19programs, marketing, and the maintenance of an administration
20division, a business development division, a community
21development division, a small business development division,
22and other divisions the authority may organize.
   23(2)  For business development operations and programs,
24international trade, export assistance, workforce recruitment,
25and the partner state program.
   26(3)  For transfer to a fund created pursuant to section
2715.313 for purposes of financing strategic infrastructure
28projects.
   29(4)  For community economic development programs, tourism
30operations, community assistance, plans for Iowa green corps
31and summer youth programs, the mainstreet and rural mainstreet
32programs, the school-to-career program, the community
33development block grant, and housing and shelter-related
34programs.
   35(5)  For achieving the goals and accountability, and
-3-1fulfilling the requirements and duties required under this
2division of this Act.
   3c.  Notwithstanding section 8.33, moneys appropriated in
4this subsection that remain unencumbered or unobligated at the
5close of the fiscal year shall not revert but shall remain
6available for expenditure for the purposes designated in this
7subsection until the close of the succeeding fiscal year.
   82.  FINANCIAL ASSISTANCE RESTRICTIONS
   9a.  A business creating jobs through moneys appropriated in
10subsection 1 shall be subject to contract provisions requiring
11new and retained jobs to be filled by individuals who are
12citizens of the United States who reside within the United
13States, or any person authorized to work in the United States
14pursuant to federal law, including legal resident aliens
15residing in the United States.
   16b.  Any vendor who receives moneys appropriated in
17subsection 1 shall adhere to such contract provisions and
18provide periodic assurances as the state shall require that the
19jobs are filled solely by citizens of the United States who
20reside within the United States, or any person authorized to
21work in the United States pursuant to federal law, including
22legal resident aliens residing in the United States.
   23c.  A business that receives financial assistance from
24the authority from moneys appropriated in subsection 1 shall
25only employ individuals legally authorized to work in this
26state. In addition to all other applicable penalties provided
27by current law, all or a portion of the assistance received
28by a business which is found to knowingly employ individuals
29not legally authorized to work in this state is subject to
30recapture by the authority.
   313.  USES OF APPROPRIATIONS
   32a.  From the moneys appropriated in subsection 1, the
33authority may provide financial assistance in the form of a
34grant to a community economic development entity for conducting
35a local workforce recruitment effort designed to recruit former
-4-1citizens of the state and former students at colleges and
2universities in the state to meet the needs of local employers.
   3b.  From the moneys appropriated in subsection 1, the
4authority may provide financial assistance to early stage
5industry companies being established by women entrepreneurs.
   6c.  From the moneys appropriated in subsection 1, the
7authority may provide financial assistance in the form of
8grants, loans, or forgivable loans for advanced research and
9commercialization projects involving value-added agriculture,
10advanced technology, or biotechnology.
   11d.  The authority shall not use any moneys appropriated in
12subsection 1 for purposes of providing financial assistance for
13the Iowa green streets pilot project or for any other program
14or project that involves the installation of geothermal systems
15for melting snow and ice from streets or sidewalks.
   164.  WORLD FOOD PRIZE
   17In lieu of the standing appropriation in section 15.368,
18there is appropriated from the general fund of the state to the
19economic development authority for the fiscal year beginning
20July 1, 2021, and ending June 30, 2022, the following amount
21for the world food prize:

   235.IOWA COMMISSION ON VOLUNTEER SERVICE
24There is appropriated from the general fund of the state
25to the economic development authority for the fiscal year
26beginning July 1, 2021, and ending June 30, 2022, the following
27amount for allocation to the Iowa commission on volunteer
28service for purposes of the Iowa state commission grant
29program, and the Iowa’s promise and Iowa mentoring partnership
30programs:

32Of the moneys appropriated in this subsection, the
33authority shall allocate $75,000 for purposes of the Iowa state
34commission grant program and $93,201 for purposes of the Iowa’s
35promise and Iowa mentoring partnership programs.

   66.  COUNCILS OF GOVERNMENTS — ASSISTANCE
   7There is appropriated from the general fund of the state
8to the economic development authority for the fiscal year
9beginning July 1, 2021, and ending June 30, 2022, the following
10amount to be used for the purposes of providing financial
11assistance to Iowa’s councils of governments:

   137.  FUTURE READY IOWA REGISTERED APPRENTICESHIP DEVELOPMENT
14PROGRAM
   15a.  There is appropriated from the general fund of the state
16to the economic development authority for the fiscal year
17beginning July 1, 2021, and ending June 30, 2022, the following
18amount to be used for the funding of the future ready Iowa
19registered apprenticeship development program under chapter
2015C, to encourage small to midsize businesses to start or grow
21registered apprenticeships:

   23b.  Notwithstanding section 8.33, moneys appropriated in
24this subsection that remain unencumbered or unobligated at the
25close of the fiscal year shall not revert but shall remain
26available for expenditure for the purposes designated until the

   288.  SCIENCE, TECHNOLOGY, ENGINEERING, AND MATHEMATICS
29INTERNSHIPS
   30a.  There is appropriated from the Iowa skilled worker and
31job creation fund created in section 8.75 to the Iowa economic
32development authority for the fiscal year beginning July 1,
332021, and ending June 30, 2022, the following amount, or so
34much thereof as is necessary, for the purposes designated:
   35For the funding of internships for students studying in the
-6-1fields of science, technology, engineering, and mathematics
2with eligible Iowa employers as provided in section 15.411,
3subsection 3, paragraph “c”:

   5b.  No more than 3 percent of the moneys appropriated in this
6subsection may be used by the authority for costs associated
7with administration of the internship program.
   8c.  Notwithstanding section 8.33, moneys appropriated in

11available for expenditure for the purposes designated in
12subsequent fiscal years.
   139.  FUTURE READY IOWA — VOLUNTEER MENTORING PROGRAM
   14a.  There is appropriated from the Iowa skilled worker and
15job creation fund created in section 8.75 to the economic
16development authority for the fiscal year beginning July 1,
172021, and ending June 30, 2022, the following amount, or so
18much thereof as is necessary, for the purpose designated:
   19For allocation to the Iowa commission on volunteer services
20to be used for further development of a volunteer mentor
21program to support implementation of the future ready Iowa
22skilled workforce last-dollar scholarship program in section
23261.131 and the future ready Iowa skilled workforce grant
24program created in section 261.132:

   3110.  STEM BEST AND EMPOWER RURAL IOWA
   32a.  There is appropriated from the Iowa skilled worker and
33job creation fund created in section 8.75 to the economic
34development authority for the fiscal year beginning July 1,
352021, and ending June 30, 2022, the following amounts, or so

   6b.  Notwithstanding section 8.33, moneys appropriated in
7this subsection which remain unencumbered or unobligated at

10close of the succeeding fiscal year.
   11c.  The authority shall adopt rules pursuant to chapter
1217A to establish criteria for the distribution of the moneys
13appropriated in this subsection.
14   Sec. 4.  LIMITATIONS OF STANDING APPROPRIATIONS — FY
152021-2022.
  Notwithstanding the standing appropriations
16in the following designated sections for the fiscal year
17beginning July 1, 2021, and ending June 30, 2022, the amounts
18appropriated from the general fund of the state pursuant to
19these sections for the following purposes shall not exceed the
20following amounts:
   211.  For operational support grants and community cultural
22grants under section 99F.11, subsection 3, paragraph “d”,
23subparagraph (1):

   252.  For the purposes of regional tourism marketing under
26section 99F.11, subsection 3, paragraph “d”, subparagraph (2):

28   Sec. 5.  FINANCIAL ASSISTANCE REPORTING — ECONOMIC
29DEVELOPMENT AUTHORITY.
  The economic development authority and
30the department of revenue shall submit a joint annual report
31to the general assembly no later than November 1, 2021, that
32details the amount of every direct loan, forgivable loan,
33tax credit, tax exemption, tax refund, grant, or any other
34financial assistance awarded to a person during the prior
35fiscal year by the authority under an economic development
-8-1program administered by the authority. The report shall
2identify the county where the project associated with each such
3award is located.
4   Sec. 6.  INSURANCE ECONOMIC DEVELOPMENT.  From the
5moneys collected by the insurance division in excess of the
6anticipated gross revenues under section 505.7, subsection
73, during the fiscal year beginning July 1, 2021, $100,000
8shall be transferred to the economic development authority for
9insurance economic development and international insurance
10economic development.
11   Sec. 7.  IOWA FINANCE AUTHORITY.
   121.  There is appropriated from the general fund of the state
13to the Iowa finance authority for the fiscal year beginning
14July 1, 2021, and ending June 30, 2022, the following amount,
15or so much thereof as is necessary, to be used to provide
16reimbursement for rent expenses to eligible persons under
17the home and community-based services rent subsidy program
18established in section 16.55:

   202.  Of the moneys appropriated in this section, not more than
21$35,000 may be used for administrative costs.
   223.  Notwithstanding section 8.33, moneys appropriated in
23this section that remain unencumbered or unobligated at the
24close of the fiscal year shall not revert but shall remain
25available for expenditure for the purposes designated until the
26close of the succeeding fiscal year.
27   Sec. 8.  IOWA FINANCE AUTHORITY AUDIT.  The auditor of state
28is requested to review the audit of the Iowa finance authority
29performed by the auditor hired by the authority.
30   Sec. 9.  PUBLIC EMPLOYMENT RELATIONS BOARD.
   311.  There is appropriated from the general fund of the state
32to the public employment relations board for the fiscal year
33beginning July 1, 2021, and ending June 30, 2022, the following
34amount, or so much thereof as is necessary, for the purposes
35designated:

   42.  Of the moneys appropriated in this section, the board
5shall allocate $15,000 for maintaining an internet site that
6allows access to a searchable database of collective bargaining
7information.
8   Sec. 10.  DEPARTMENT OF WORKFORCE DEVELOPMENT.  There
9is appropriated from the general fund of the state to the
10department of workforce development for the fiscal year
11beginning July 1, 2021, and ending June 30, 2022, the following
12amounts, or so much thereof as is necessary, for the purposes
13designated:
   141.  DIVISION OF LABOR SERVICES
   15a.  For the division of labor services, including salaries,
16support, maintenance, and miscellaneous purposes:

   18b.  From the contractor registration fees, the division of
19labor services shall reimburse the department of inspections
20and appeals for all costs associated with hearings under
21chapter 91C, relating to contractor registration.
   222.  DIVISION OF WORKERS’ COMPENSATION
   23a.  For the division of workers’ compensation, including
24salaries, support, maintenance, and miscellaneous purposes:

   26b.  The division of workers’ compensation shall charge a
27$100 filing fee for workers’ compensation cases. The filing
28fee shall be paid by the petitioner of a claim. However, the
29fee can be taxed as a cost and paid by the losing party, except
30in cases where it would impose an undue hardship or be unjust
31under the circumstances. The moneys generated by the filing
32fee allowed under this subsection are appropriated to the
33department of workforce development to be used for purposes of
34administering the division of workers’ compensation.
   353.  WORKFORCE DEVELOPMENT OPERATIONS

   1a.  For the operation of field offices and the workforce
2development board:

5subsection, the department shall allocate $150,000 to the state
6library for the purpose of licensing an online resource which
7prepares persons to succeed in the workplace through programs
8which improve job skills and vocational test-taking abilities.
   94.  OFFENDER REENTRY PROGRAM
   10a.  For the development and administration of an offender
11reentry program to provide offenders with employment skills:

14with the department of corrections to provide staff within the
15correctional facilities to improve offenders’ abilities to find
16and retain productive employment.
   175.  INTEGRATED INFORMATION FOR IOWA SYSTEM

19administrative services related to the integrated information
20for Iowa system:

3   Sec. 11.  GENERAL FUND — EMPLOYEE MISCLASSIFICATION
4PROGRAM.
  There is appropriated from the general fund of the
5state to the department of workforce development for the fiscal
6year beginning July 1, 2021, and ending June 30, 2022, the
7following amount, or so much thereof as is necessary, to be
8used for the purposes designated:
   9For enhancing efforts to investigate employers that
10misclassify workers:

12   Sec. 12.  SPECIAL EMPLOYMENT SECURITY CONTINGENCY FUND.
   131.  There is appropriated from the special employment
14security contingency fund to the department of workforce
15development for the fiscal year beginning July 1, 2021, and
16ending June 30, 2022, the following amount, or so much thereof
17as is necessary, to be used for field offices:

   192.  Any remaining additional penalty and interest revenue
20collected by the department of workforce development is
21appropriated to the department for the fiscal year beginning
22July 1, 2021, and ending June 30, 2022, to accomplish the
23mission of the department.
24   Sec. 13.  FUTURE READY IOWA — IOWA EMPLOYER INNOVATION FUND.
   251.  There is appropriated from the general fund of the state
26to the department of workforce development for the fiscal year
27beginning July 1, 2021, and ending June 30, 2022, the following
28amount, or so much thereof as is necessary, to be used for the
29purposes designated:
   30In consultation with the workforce development board, for
31funding of the Iowa employer innovation program which shall
32match eligible employer moneys to expand opportunities for
33education and training leading to high-demand jobs and to
34encourage Iowa employers, community leaders, and others to
35provide leadership and support for regional workforce talent
-12-1pools throughout the state, and for future ready Iowa education
2and outreach:

   4Of the moneys appropriated in this subsection, an amount
5to be determined by the department of workforce development
6in consultation with the workforce development board shall be
7transferred to the Iowa child care challenge fund.
   82.  Notwithstanding section 8.33, moneys appropriated in
9this section which remain unencumbered or unobligated at the
10end of the fiscal year shall not revert but shall remain
11available for expenditure for the purposes designated until the
12close of the succeeding fiscal year.
13   Sec. 14.  UNEMPLOYMENT COMPENSATION RESERVE FUND —
14FIELD OFFICES.
  Notwithstanding section 96.9, subsection 8,
15paragraph “e”, there is appropriated from interest earned on
16the unemployment compensation reserve fund to the department
17of workforce development for the fiscal year beginning July 1,
182021, and ending June 30, 2022, the following amount, or so
19much thereof as is necessary, for the purposes designated:
   20For the operation of field offices:

22   Sec. 15.  VIRTUAL ACCESS WORKFORCE DEVELOPMENT OFFICES.  The
23department of workforce development shall require a unique
24identification login for all users of workforce development
25centers operated through electronic means.
26   Sec. 16.  UNEMPLOYMENT COMPENSATION PROGRAM.  Notwithstanding
27section 96.9, subsection 4, paragraph “a”, moneys credited to
28the state by the secretary of the treasury of the United
29States pursuant to section 903 of the Social Security
30Act are appropriated to the department of workforce
31development and shall be used by the department for the
32administration of the unemployment compensation program only.
33This appropriation shall not apply to any fiscal year
34beginning after December 31, 2021.
35   Sec. 17.   IOWA SKILLED WORKER AND JOB CREATION FUND.

   11.  There is appropriated from the Iowa skilled worker and
2job creation fund created in section 8.75 to the following
3departments, agencies, and institutions for the fiscal year
4beginning July 1, 2021, and ending June 30, 2022, the following
5amounts, or so much thereof as is necessary, to be used for the
6purposes designated:
   7a.  ECONOMIC DEVELOPMENT AUTHORITY
   8(1)  For the purposes of providing assistance as described in
9section 15.335B for the high quality jobs program:
..................................................  $1011,700,000
   11(2)  From the moneys appropriated in this lettered paragraph
12“a”, the economic development authority may use not more
13than $1,000,000 for purposes of providing infrastructure
14grants to mainstreet communities under the main street Iowa
15program and may allocate not more than $300,000 for the
16purposes of supporting statewide worker education and quality
17preapprenticeship programs.
   18(3)  As a condition of receiving moneys appropriated in
19this lettered paragraph “a”, an entity shall testify upon the
20request of the joint appropriations subcommittee on economic
21development regarding the expenditure of such moneys.
   22b.  STATE BOARD OF REGENTS AND REGENTS INSTITUTIONS
   23(1)  STATE BOARD OF REGENTS. For capacity building
24infrastructure in areas related to technology
25commercialization, marketing and business development
26efforts in areas related to technology commercialization,
27entrepreneurship, and business growth, and infrastructure
28projects and programs needed to assist in implementation of
29activities under chapter 262B:

   31(a)  Of the moneys appropriated pursuant to this
32subparagraph (1), 35 percent shall be allocated for Iowa state
33university of science and technology, 35 percent shall be
34allocated for the state university of Iowa, and 30 percent
35shall be allocated for the university of northern Iowa.

   1(b)  The institutions shall provide a one-to-one match
2of additional moneys for the activities funded with moneys
3appropriated under this subparagraph (1).
   4(c)  The state board of regents shall submit a report by
5January 15, 2022, to the governor, the general assembly, and
6the legislative services agency regarding the activities,
7projects, and programs funded with moneys appropriated under
8this subparagraph (1). The report shall be provided in an
9electronic format and shall include a list of metrics and
10criteria mutually agreed to in advance by the board of regents
11and the economic development authority. The metrics and
12criteria shall allow the governor’s office and the general
13assembly to quantify and evaluate the progress of the board of
14regents institutions with regard to their activities, projects,
15and programs in the areas of technology commercialization,
16entrepreneurship, regional development, and market research.
   17(2)  IOWA STATE UNIVERSITY OF SCIENCE AND TECHNOLOGY. For
18small business development centers, the research park, and the
19center for industrial research and service:

   21(a)  Of the moneys appropriated in this subparagraph (2),
22Iowa state university of science and technology shall allocate
23at least $735,728 for purposes of funding small business
24development centers. Iowa state university of science and
25technology may allocate the appropriated moneys to the various
26small business development centers in any manner necessary to
27achieve the purposes of this subparagraph.
   28(b)  Iowa state university of science and technology shall
29do all of the following:
   30(i)  Direct expenditures for research toward projects that
31will provide economic stimulus for Iowa.
   32(ii)  Provide emphasis to providing services to Iowa-based
33companies.
   34(c)  It is the intent of the general assembly that the
35industrial incentive program focus on Iowa industrial sectors
-15-1and seek contributions and in-kind donations from businesses,
2industrial foundations, and trade associations, and that moneys
3for the center for industrial research and service industrial
4incentive program shall be allocated only for projects which
5are matched by private sector moneys for directed contract
6research or for nondirected research. The match required of
7small businesses as defined in section 15.102, subsection 10,
8for directed contract research or for nondirected research
9shall be $1 for each $3 of state funds. The match required
10for other businesses for directed contract research or
11for nondirected research shall be $1 for each $1 of state
12funds. The match required of industrial foundations or trade

16stimulate the state economy, increase the wealth of Iowans, and
17increase the population of the state.
   182.  To achieve the goals in subsection 1, the economic
19development authority shall do all of the following for the
20fiscal year beginning July 1, 2022:
   21a.  Concentrate its efforts on programs and activities that
22result in commercially viable products and services.
   23b.  Adopt practices and services consistent with free
24market, private sector philosophies.
   25c.  Ensure economic growth and development throughout the
26state.
   27d.  Work with businesses and communities to continually
28improve the economic development climate along with the
29economic well-being and quality of life for Iowans.
   30e.  Coordinate with other state agencies to ensure that they
31are attentive to the needs of an entrepreneurial culture.
   32f.  Establish a strong and aggressive marketing image to
33showcase Iowa’s workforce, existing industry, and potential.
34A priority shall be placed on recruiting new businesses,
35business expansion, and retaining existing Iowa businesses.

   9c.  Notwithstanding section 8.33, moneys appropriated in
10this subsection that remain unencumbered or unobligated at the
11close of the fiscal year shall not revert but shall remain
12available for expenditure for the purposes designated in this
13subsection until the close of the succeeding fiscal year.
   142.  FINANCIAL ASSISTANCE RESTRICTIONS
   15a.  A business creating jobs through moneys appropriated in
16subsection 1 shall be subject to contract provisions requiring
17new and retained jobs to be filled by individuals who are
18citizens of the United States who reside within the United
19States, or any person authorized to work in the United States
20pursuant to federal law, including legal resident aliens
21residing in the United States.
   22b.  Any vendor who receives moneys appropriated in
23subsection 1 shall adhere to such contract provisions and
24provide periodic assurances as the state shall require that the
25jobs are filled solely by citizens of the United States who
26reside within the United States, or any person authorized to
27work in the United States pursuant to federal law, including
28legal resident aliens residing in the United States.
   29c.  A business that receives financial assistance from
30the authority from moneys appropriated in subsection 1 shall
31only employ individuals legally authorized to work in this
32state. In addition to all other applicable penalties provided
33by current law, all or a portion of the assistance received
34by a business which is found to knowingly employ individuals
35not legally authorized to work in this state is subject to
-22-1recapture by the authority.
   23.  USES OF APPROPRIATIONS
   3a.  From the moneys appropriated in subsection 1, the
4authority may provide financial assistance in the form of a
5grant to a community economic development entity for conducting
6a local workforce recruitment effort designed to recruit former
7citizens of the state and former students at colleges and
8universities in the state to meet the needs of local employers.
   9b.  From the moneys appropriated in subsection 1, the
10authority may provide financial assistance to early stage
11industry companies being established by women entrepreneurs.
   12c.  From the moneys appropriated in subsection 1, the
13authority may provide financial assistance in the form of
14grants, loans, or forgivable loans for advanced research and
15commercialization projects involving value-added agriculture,
16advanced technology, or biotechnology.
   17d.  The authority shall not use any moneys appropriated in
18subsection 1 for purposes of providing financial assistance for
19the Iowa green streets pilot project or for any other program
20or project that involves the installation of geothermal systems
21for melting snow and ice from streets or sidewalks.
   224.WORLD FOOD PRIZE.
23In lieu of the standing appropriation in section 15.368,
24there is appropriated from the general fund of the state to the
25economic development authority for the fiscal year beginning
26July 1, 2022, and ending June 30, 2023, the following amount
27for the world food prize:

3details the amount of every direct loan, forgivable loan,
4tax credit, tax exemption, tax refund, grant, or any other
5financial assistance awarded to a person during the prior
6fiscal year by the authority under an economic development
7program administered by the authority. The report shall
8identify the county where the project associated with each such
9award is located.
10   Sec. 24.  INSURANCE ECONOMIC DEVELOPMENT.  From the
11moneys collected by the insurance division in excess of the
12anticipated gross revenues under section 505.7, subsection
133, during the fiscal year beginning July 1, 2022, $100,000
14shall be transferred to the economic development authority for
15insurance economic development and international insurance
16economic development.
17   Sec. 25.  IOWA FINANCE AUTHORITY.
   181.  There is appropriated from the general fund of the state
19to the Iowa finance authority for the fiscal year beginning
20July 1, 2022, and ending June 30, 2023, the following amount,
21or so much thereof as is necessary, to be used to provide
22reimbursement for rent expenses to eligible persons under
23the home and community-based services rent subsidy program
24established in section 16.55:

32   Sec. 34.  UNEMPLOYMENT COMPENSATION PROGRAM.  Notwithstanding
33section 96.9, subsection 4, paragraph “a”, moneys credited to
34the state by the secretary of the treasury of the United
35States pursuant to section 903 of the Social Security
-31-1Act are appropriated to the department of workforce
2development and shall be used by the department for the
3administration of the unemployment compensation program only.
4This appropriation shall not apply to any fiscal year
5beginning after December 31, 2022.
6   Sec. 35.   IOWA SKILLED WORKER AND JOB CREATION FUND.
   71.  There is appropriated from the Iowa skilled worker and
8job creation fund created in section 8.75 to the following
9departments, agencies, and institutions for the fiscal year
10beginning July 1, 2022, and ending June 30, 2023, the following
11amounts, or so much thereof as is necessary, to be used for the
12purposes designated:
   13a.  ECONOMIC DEVELOPMENT AUTHORITY
   14(1)  For the purposes of providing assistance as described
15under section 15,335B for the high quality jobs program:

   17(2)  From the moneys appropriated in this lettered paragraph
18“a”, the economic development authority may use not more
19than $1,000,000 for purposes of providing infrastructure
20grants to mainstreet communities under the main street Iowa
21program and may allocate not more than $300,000 for the
22purposes of supporting statewide worker education and quality
23preapprenticeship programs.
   24(3)  As a condition of receiving moneys appropriated in
25this lettered paragraph “a”, an entity shall testify upon the
26request of the joint appropriations subcommittee on economic
27development regarding the expenditure of such moneys.
   28b.  STATE BOARD OF REGENTS AND REGENTS INSTITUTIONS
   29(1)  STATE BOARD OF REGENTS. For capacity building
30infrastructure in areas related to technology
31commercialization, marketing and business development
32efforts in areas related to technology commercialization,
33entrepreneurship, and business growth, and infrastructure
34projects and programs needed to assist in implementation of
35activities under chapter 262B:

   2(a)  Of the moneys appropriated pursuant to this
3subparagraph (1), 35 percent shall be allocated for Iowa state
4university of science and technology, 35 percent shall be
5allocated for the state university of Iowa, and 30 percent
6shall be allocated for the university of northern Iowa.
   7(b)  The institutions shall provide a one-to-one match
8of additional moneys for the activities funded with moneys
9appropriated under this subparagraph (1).
   10(c)  The state board of regents shall submit a report by
11January 15, 2023, to the governor, the general assembly, and
12the legislative services agency regarding the activities,
13projects, and programs funded with moneys appropriated under
14this subparagraph (1). The report shall be provided in an
15electronic format and shall include a list of metrics and
16criteria mutually agreed to in advance by the board of regents
17and the economic development authority. The metrics and
18criteria shall allow the governor’s office and the general
19assembly to quantify and evaluate the progress of the board of
20regents institutions with regard to their activities, projects,
21and programs in the areas of technology commercialization,
22entrepreneurship, regional development, and market research.
   23(2)  IOWA STATE UNIVERSITY OF SCIENCE AND TECHNOLOGY. For
24small business development centers, the research park, and the
25center for industrial research and service:

   27(a)  Of the moneys appropriated in this subparagraph (2),
28Iowa state university of science and technology shall allocate
29at least $735,728 for purposes of funding small business
30development centers. Iowa state university of science and
31technology may allocate the appropriated moneys to the various
32small business development centers in any manner necessary to
33achieve the purposes of this subparagraph.
   34(b)  Iowa state university of science and technology shall
35do all of the following:

   1(i)  Direct expenditures for research toward projects that
2will provide economic stimulus for Iowa.
   3(ii)  Provide emphasis to providing services to Iowa-based
4companies.
   5(c)  It is the intent of the general assembly that the
6industrial incentive program focus on Iowa industrial sectors
7and seek contributions and in-kind donations from businesses,
8industrial foundations, and trade associations, and that moneys
9for the center for industrial research and service industrial
10incentive program shall be allocated only for projects which
11are matched by private sector moneys for directed contract
12research or for nondirected research. The match required of
13small businesses as defined in section 15.102, subsection 10,
14for directed contract research or for nondirected research
15shall be $1 for each $3 of state funds. The match required
16for other businesses for directed contract research or
17for nondirected research shall be $1 for each $1 of state
18funds. The match required of industrial foundations or trade
19associations shall be $1 for each $1 of state funds.
   20(d)  Iowa state university of science and technology shall
21report annually to the joint appropriations subcommittee on
22economic development and the legislative services agency the
23total amount of private contributions, the proportion of
24contributions from small businesses and other businesses, and
25the proportion for directed contract research and nondirected
26research of benefit to Iowa businesses and industrial sectors.
   27(3)  STATE UNIVERSITY OF IOWA. For the state university
28of Iowa research park and for the university of Iowa
29pharmaceuticals located at the research park, including
30salaries, support, maintenance, equipment, and miscellaneous
31purposes:

   33The state university of Iowa shall do all of the following:
   34(a)  Direct expenditures for research toward projects that
35will provide economic stimulus for Iowa.

   3(4)  STATE UNIVERSITY OF IOWA. For the purpose of
4implementing the entrepreneurship and economic growth
5initiative:

   7(5)  UNIVERSITY OF NORTHERN IOWA. For the metal casting
8center, the MyEntreNet internet application, and the institute
9for decision making, including salaries, support, maintenance,
10and miscellaneous purposes:

   12(a)  Of the moneys appropriated pursuant to this
13subparagraph, the university of northern Iowa shall allocate at
14least $617,638 for purposes of support of entrepreneurs through
15the university’s center for business growth and innovation and
16advance Iowa program.
   17(b)  The university of northern Iowa shall do all of the
18following:
   19(i)  Direct expenditures for research toward projects that
20will provide economic stimulus for Iowa.
   21(ii)  Provide emphasis to providing services to Iowa-based
22companies.
   23(6)  As a condition of receiving moneys appropriated in
24this lettered paragraph “b”, an entity shall testify upon the
25request of the joint appropriations subcommittee on economic
26development regarding the expenditure of such moneys.
   27c.  DEPARTMENT OF WORKFORCE DEVELOPMENT
   28To develop a long-term sustained program to train unemployed
29and underemployed central Iowans with skills necessary to
30advance to higher-paying jobs with full benefits:

   32(1)  The department of workforce development shall begin
33a request for proposals process, issued for purposes of this
34lettered paragraph “c”, no later than September 1, 2022.
   35(2)  As a condition of receiving moneys appropriated under

2request of the joint appropriations subcommittee on economic
3development regarding the expenditure of such moneys.
   4d.  DEPARTMENT OF WORKFORCE DEVELOPMENT
   5For the funding of a future ready Iowa coordinator in the
6department:

   82.  Notwithstanding section 8.33, moneys appropriated in
9this section that remain unencumbered or unobligated at the
10close of the fiscal year shall not revert but shall remain
11available for expenditure for the purposes designated until the
12close of the succeeding fiscal year.
13   Sec. 36.  GENERAL FUND — CERTAIN REGENTS INSTITUTIONS.
   141.  There is appropriated from the general fund of the state
15to the following institutions for the fiscal year beginning
16July 1, 2022, and ending June 30, 2023, the following amounts,
17or so much thereof as is necessary, to be used for the purposes
18designated:
   19a.  IOWA STATE UNIVERSITY OF SCIENCE AND TECHNOLOGY
   20In cooperation with the Iowa economic development authority,
21for support of a biosciences innovation ecosystem to strengthen
22Iowa’s leadership positions in the area of bio-based chemicals,
23digital agriculture, vaccines, and medical devices, including
24salaries, support, maintenance, and miscellaneous purposes:

   26b.  STATE UNIVERSITY OF IOWA
   27In cooperation with the Iowa economic development authority,

   5The university of northern Iowa shall make a good faith
6effort to coordinate with private entities to seek funds to
7supplement this appropriation to support the expansion of the
8university’s additive manufacturing capabilities.
   92.  Notwithstanding section 8.33, moneys appropriated in
10subsection 1, paragraphs “a” and “b”, that remain unencumbered
11or unobligated at the close of the fiscal year shall not revert
12but shall remain available for expenditure for the purposes
13designated until the close of the succeeding fiscal year.

   17DIVISION 1 — FY 2021–2022. This bill appropriates moneys
18for the fiscal year 2021-2022 from the general fund of the
19state to the department of cultural affairs, the economic
20development authority, the Iowa finance authority, the public
21employment relations board, the department of workforce
22development, Iowa state university of science and technology,
23the state university of Iowa, and the university of northern
24Iowa.
   25The bill appropriates moneys for the fiscal year 2021-2022
26from the Iowa skilled worker and job creation fund created in
27Code section 8.75 to the economic development authority, the
28department of workforce development, and the state board of
29regents and institutions under the control of the board.
   30For the fiscal year 2021-2022, the bill limits standing
31appropriations established in the Code for the world food
32prize, certain operational support grants, community cultural
33grants, and regional tourism marketing.
   34The bill transfers $100,000 of the moneys collected by the
35insurance division in excess of the anticipated gross revenues

   2The bill appropriates moneys for the fiscal year 2021-2022
3from the special employment security contingency fund to the
4department of workforce development.
