3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  DEPARTMENT OF HUMAN SERVICES — INPATIENT
2PSYCHIATRIC BED TRACKING SYSTEM STUDY COMMITTEE.
   31.  The department of human services shall convene a study
4committee to meet during the 2021 legislative interim to
5examine issues and develop policy recommendations relating to
6improvements to the inpatient psychiatric bed tracking system
7including but not limited to the following:
   8a.  Expanding the acuity of disabilities a hospital or
9facility is able to accept in its program to include but not be
10limited to persons with certain mental disabilities, behavioral
11disabilities, and sexually or physically aggressive behaviors.
   12b.  Increasing reimbursement rates based on the level of care
13provided.
   14c.  Implementing enhancements to the inpatient psychiatric
15bed tracking system to accept and report real-time electronic
16data from the state mental health institutes, hospitals, and
17subacute mental health care facilities participating in the
18system.
   192.  The membership of the committee shall, at a minimum,
20consist of a representative from the department of human
21services, the Iowa hospital association, a managed care
22association, and law enforcement, and a private payor of
23inpatient services, and a county mental health advocate.
   243.  The department shall submit a report of the
25study committee detailing the committee’s findings and
26recommendations, including a proposed date to implement
27real-time electronic data tracking, to the general assembly and
28the governor no later than December 15, 2021.
29EXPLANATION
30The inclusion of this explanation does not constitute agreement with
31the explanation’s substance by the members of the general assembly.
   32This bill establishes an inpatient psychiatric bed tracking
33system study committee.
   34The bill directs the department of human services
35(department) to convene a study committee during the 2021
-1-1interim to examine issues and develop policy recommendations
2relating to improvements to the inpatient psychiatric bed
3tracking system including but not limited to expanding the
4acuity of disabilities a hospital or facility is able to
5accept in its program to include but not be limited to persons
6with certain mental disabilities, behavioral disabilities,
7and sexually or physically aggressive behaviors; increasing
8reimbursement rates based on the level of care provided; and
9implementing enhancements to the inpatient psychiatric bed
10tracking system to accept and report real-time electronic
11data from the state mental health institutes, hospitals, and
12subacute mental health care facilities participating in the
13system.
   14The bill requires the membership of the study committee to,
