3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 462A.5, subsection 3, paragraph a,
2subparagraph (1), Code 2021, is amended to read as follows:
   3(1)  For vessels of any length without motor or sail, twelve

 twenty dollars.
5   Sec. 2.  Section 462A.6, subsection 7, paragraph b, Code
62021, is amended to read as follows:
   7b.  Conventional design canoes and kayak type vessels,
8thirteen ten feet or less in length.
9EXPLANATION
10The inclusion of this explanation does not constitute agreement with
11the explanation’s substance by the members of the general assembly.
   12This bill relates to registration requirements for certain
13vessels. Under current law, vessels of any length without a
14motor shall pay to a county recorder a registration fee of $12
15in order for the vessel to be issued an identification number.
16A vessel may not be used on the waters of this state that are
17under the jurisdiction of the natural resource commission
18without an identification number. Current law exempts
19conventional design canoes and kayak type vessels that are 13
20feet or less in length from the numbering and registration
21requirements.
   22The bill increases the registration fee for vessels of any
23length without a motor to $20. Additionally, the bill lowers
24the length for which canoe and kayak type vessels may be exempt
25from numbering and registration requirements to 10 feet or
26less.
   27A person who uses a canoe or kayak type vessel more than 10
28feet in length on waters under the commission’s jurisdiction
29without registering the vessel as required by the bill shall be
30punished by a scheduled fine of $30.
