3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  MARTIN TREPTOW — CAPITOL COMPLEX MONUMENT.
   21.  The department of administrative services, in
3consultation with the capitol planning commission, shall
4authorize the placement of a monument to Martin Treptow on the
5capitol complex grounds subject to the requirements of this
6section.
   72.  The department of administrative services shall
8solicit and approve an application for the construction of a
9monument to Martin Treptow as an Iowa state capitol complex
10site feature. An application for the construction of the
11monument shall specify the design concept for the monument,
12provide an estimated total cost for the site feature, identify
13planned sources of funding, provide a proposed timeline for the
14project, and such other information as the department requires.
15Each proposed design concept shall include a plate, engraving,
16or other method by which the poem “My Pledge” by Martin Treptow
17shall appear on the monument. If more than one application is
18submitted, the department, in consultation with the capitol
19planning commission, shall approve the application that can
20best meet the requirements for construction and maintenance of
21the site feature.

24the explanation’s substance by the members of the general assembly.
   25This bill requires the department of administrative
26services, in consultation with the capitol planning commission,
27to authorize the placement of a monument to Martin Treptow on
28the capitol complex grounds. The bill requires the department
29to solicit and approve an application for the monument, which
30shall include the poem “My Pledge” by Martin Treptow. If
31more than one application is submitted, the department, in
32consultation with the capitol planning commission, shall
33approve the application that can best meet the requirements for
34construction and maintenance of the monument.
