Senate Study Bill 1173 - IntroducedA Bill ForAn Act 1relating to financial assistance provided by the
2economic development authority to certain apprenticeship
3sponsors and lead apprenticeship sponsors, and including
4applicability provisions.
5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 15B.2, Code 2021, is amended by adding
2the following new subsection:
3   NEW SUBSECTION.  06.  “Contact hours” means the number
4of hours of in-person instruction received by an apprentice
5participating in an apprenticeship program.
6   Sec. 2.  Section 15B.4, subsection 1, paragraph a, Code 2021,
7is amended to read as follows:
   8a.  An apprenticeship sponsor or lead apprenticeship sponsor
9conducting that conducts an apprenticeship programs program
10that is
registered with the United States department of labor,
11office of apprenticeship, through Iowa, for apprentices who
12will be employed at Iowa worksites located in this state
13 may apply to the authority for a training grant financial
14assistance
under this section if the apprenticeship program
15includes a minimum of one hundred contact hours per apprentice
16for each training year of the apprenticeship program
.
17   Sec. 3.  Section 15B.4, subsection 2, unnumbered paragraph
181, Code 2021, is amended to read as follows:
   19The authority shall provide financial assistance in the form
20of training grants to eligible apprenticeship sponsors or lead
21apprenticeship sponsors in the following manner:
22   Sec. 4.  Section 15B.4, subsection 2, paragraphs b, c, and d,
23Code 2021, are amended to read as follows:
   24b.  By adding together all of the following:
   25(1)  The determining the total number of apprentices trained
 26during the most recent training year, as calculated on the
27last day of the training year, in all apprenticeship programs
28conducted
by all applying apprenticeship sponsors or lead
29apprenticeship sponsors during the most recent training year
30as calculated on the last day of the training year
 eligible to
31apply for financial assistance under subsection 1
.
   32(2)  The total number of contact hours that apprenticeship
33instructors for all applying apprenticeship sponsors or lead
34apprenticeship sponsors spent in contact with apprentices
35during the most recent training year. For purposes of
-1-1this subparagraph, “contact hours” includes the time spent
2instructing apprentices in person or, in the case of a lead
3apprenticeship sponsor with programs totaling one hundred or
4more total instructional hours, “contact hours” includes the
5time spent in online training if the total amount of online
6instruction does not account for more than thirty percent of
7the total instructional hours.
   8c.  By adding together all of the following:
   9(1)  The determining the total number of apprentices
10trained during the most recent training year, as calculated
11on the last day of the training year, in each apprenticeship
12program conducted
by a single applying each apprenticeship
13sponsor or lead apprenticeship sponsor during the most recent
14training year as calculated on the last day of the training
15year
 eligible to apply under subsection 1, and that applied for
16financial assistance under subsection 1
.
   17(2)  The total number of contact hours that apprenticeship
18instructors for a single applying apprenticeship sponsor or
19lead apprenticeship sponsor spent in contact with apprentices
20during the most recent training year. For purposes of
21this subparagraph, “contact hours” includes the time spent
22instructing apprentices in person or, in the case of a lead
23apprenticeship sponsor with programs totaling one hundred or
24more total instructional hours, “contact hours” includes the
25time spent in online training if the total amount of online
26instruction does not account for more than thirty percent of
27the total instructional hours.
   28d.  By determining the proportion, stated as a percentage,
29that a single each applying apprenticeship sponsor’s or lead
30apprenticeship sponsor’s total calculated pursuant to paragraph
31“c” bears to all applying apprenticeship sponsors’ or lead
32apprenticeship sponsors’ total calculated pursuant to paragraph
33“b”.
34   Sec. 5.  APPLICABILITY.  This Act applies to financial
35assistance provided by the economic development authority to
-2-1apprenticeship sponsors and lead apprenticeship sponsors that
2apply for financial assistance on or after July 1, 2021.
3EXPLANATION
4The inclusion of this explanation does not constitute agreement with
5the explanation’s substance by the members of the general assembly.
   6This bill relates to financial assistance (assistance)
7provided by the economic development authority (authority)
8to certain apprenticeship sponsors (sponsor) and lead
9apprenticeship sponsors (lead sponsor).
   10The bill provides that to be eligible for assistance,
11a sponsor or lead sponsor must include a minimum of 100
12contact hours per apprentice for each training year of an
13apprenticeship program conducted by the sponsor or lead
14sponsor. Under current law, there is not a minimum contact
15hour requirement to be eligible for assistance. The bill
16defines “contact hours” as the number of hours of in-person
17instruction received by an apprentice participating in an
18apprenticeship program. Current law defines “contact hours”
19as the time spent instructing apprentices in person or, in the
20case of a lead sponsor with an apprenticeship program totaling
21100 or more total instructional hours, “contact hours” includes
22online training if the total amount of online instruction is
23not more than 30 percent of the total instructional hours.
   24Under current law, the authority provides financial
25assistance in the form of grants to sponsors or lead sponsors
26pursuant to a calculation as specified in Code section 15B.4,
27subsection 2. Under the bill, the calculation is modified
28to account for the minimum 100 contact hours eligibility
29requirement and the revised definition of “contact hours”.
   30The bill applies to financial assistance provided by the
31authority to eligible sponsors and lead sponsors that apply for
32financial assistance on or after July 1, 2021.
