4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  DEPARTMENT OF AGRICULTURE AND LAND
2STEWARDSHIP — DOUBLE UP FOOD BUCKS PROGRAM — SUPPLEMENTAL
3APPROPRIATION.
  There is appropriated from the general fund of
4the state to the department of agriculture and land stewardship
5for the fiscal year beginning July 1, 2020, and ending June
630, 2021, in addition to any other funding appropriated for
7such purpose for the same fiscal year, the following amount,
8or so much thereof as is necessary, to be used for the purposes
9designated:
   10To provide grants to support the double up food bucks
11program administered by the Iowa healthiest state initiative
12to make fresh fruits and vegetables sold at farmers markets,
13grocery stores, and other participating locations accessible
14to individuals and families who reside in this state and
15receive assistance through the federal supplemental nutrition
16assistance program:

   18A grant recipient that receives funding pursuant to this
19section shall provide at least a dollar-for-dollar match of the
20grant assistance.
   21Notwithstanding section 8.33, moneys appropriated under this
22section shall not revert at the close of the fiscal year, but
23shall remain available for the purposes designated.
24   Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of immediate
25importance, takes effect upon enactment.
26   Sec. 3.  APPLICABILITY.  This Act applies retroactively to
27July 1, 2020.
28EXPLANATION
29The inclusion of this explanation does not constitute agreement with
30the explanation’s substance by the members of the general assembly.
   31This bill relates to the double up food bucks program by
32making a supplemental appropriation from the general fund of
33the state to the department of agriculture and land stewardship
34for fiscal year 2020-2021, in addition to any other funding
35appropriated for such purpose for the same fiscal year, to
-1-1provide grants to support the double up food bucks program
2administered by the Iowa healthiest state initiative to
3make fresh fruits and vegetables sold at farmers markets,
4grocery stores, and other participating locations accessible
5to individuals and families who reside in this state and
6receive assistance through the federal supplemental nutrition
7assistance program.
   8The bill requires that a grant recipient that receives
9funding pursuant to the bill shall provide at least a
10dollar-for-dollar match of the grant assistance. Moneys
11appropriated under the bill do not revert at the close of the
12fiscal year but remain available for the purposes of the double
13up food bucks program.
   14The bill takes effect upon enactment and is retroactively
15applicable to July 1, 2020.
