Senate Study Bill 1158 - IntroducedA Bill ForAn Act 1relating to the voting members of a governing board of a

3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 331.390, subsection 2, Code 2021, is
2amended by adding the following new paragraph:
3 NEW PARAGRAPH. 0b. A voting member of the governing board
4who is not an elected official shall not vote on matters
5involving a region’s expenditures.
6EXPLANATION
7The inclusion of this explanation does not constitute agreement with
8the explanation’s substance by the members of the general assembly.
9This bill relates to the voting members of a governing board
10of a mental health and disability services region.
11The bill limits the voting rights of the voting members of a
12governing board so that only board members holding an elected
13office shall have the authority to vote on matters involving a
14mental health and disability service region’s expenditures.
