2effective date provisions.
3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 103A.7, Code 2021, is amended by adding
2the following new subsection:
3   NEW SUBSECTION.  1A.  The rules shall conform to the
4most recent edition of the international code council’s
5international energy conservation code.
6   Sec. 2.  Section 103A.22, Code 2021, is amended by adding the
7following new subsection:
8   NEW SUBSECTION.  2A.  Nothing in this chapter shall be
9construed as prohibiting any governmental subdivision from
10adopting or enacting any building regulations that contain more
11stringent energy conservation requirements than those in the
12state building code.
13   Sec. 3.  CONTINGENT EFFECTIVE DATE.  This Act takes effect
14on the date the international code council publishes the 2021
15edition of the international energy conservation code.
16EXPLANATION
17The inclusion of this explanation does not constitute agreement with
18the explanation’s substance by the members of the general assembly.
   19This bill relates to the state building code Act.
   20The bill requires that the rules adopted by the state
21building code commissioner, with the approval of the state
22building code advisory council, conform to the most recent
23edition of the international code council’s international
24energy conservation code. Additionally, the bill provides that
25nothing in the state building code Act shall be construed to
26prohibit a governmental subdivision from adopting building
27regulations that contain more stringent energy conservation
28requirements than those in the state building code.
   29The bill takes effect on the date the international code
30council publishes the 2021 edition of the international energy
31conservation code.
