3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 476.6, subsection 15, paragraph e, Code
22021, is amended by adding the following new subparagraph:
3 NEW SUBPARAGRAPH. (3) A gas or electric utility required to
4submit an energy efficiency plan under this subsection shall
5carry over the moneys budgeted in an energy efficiency plan but
6not expended in a given year during the term of the plan to the
7succeeding year of the plan if the surplus occurred prior to
8the final year of the plan. A surplus of moneys budgeted in an
9energy efficiency plan during the final year of a plan but not
10expended during the final year of a plan shall carry over to
11the first year of a succeeding plan.

13The inclusion of this explanation does not constitute agreement with
14the explanation’s substance by the members of the general assembly.
15This bill relates to energy efficiency plans adopted by gas
16and electric utilities. The bill requires a gas or electric
17utility that is required to submit an energy efficiency plan
18to carry over the moneys budgeted in a plan but not expended
19in a given year during the term of the plan to the succeeding
20year of the plan or the first year of a succeeding plan, as
21applicable.
