5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 256I.4, Code 2021, is amended by adding
2the following new subsection:
3 NEW SUBSECTION. 20. Establish and administer the child care
4workforce state matching grants program and fund pursuant to
5section 256I.14.
6 Sec. 2. NEW SECTION. 256I.14 Child care workforce state
7matching grants program and fund.
81. As used in this section, unless the context otherwise
9requires:
10a. “Fund” means the child care workforce state matching
11grants fund.
12b. “Program” means the child care workforce state matching
13grants program.
142. a. A child care workforce state matching grants fund
15is created in the state treasury under the control of the
16state board and consists of any moneys appropriated by the
17general assembly and any other moneys available and obtained
18or accepted by the state board for placement in the fund. The
19fund shall be used to provide matching state grants to eligible
20communities under the program. The state board shall use any
21moneys specifically appropriated for purposes of this section
22only for the purposes of this section.
23b. Notwithstanding section 8.33, moneys in the fund at the
24end of each fiscal year shall not revert to any other fund
25but shall remain in the fund for expenditures for subsequent
26fiscal years. Notwithstanding section 12C.7, subsection 2,
27interest or earnings on moneys in the fund shall accrue to the
28state board and shall be used for purposes of this section.
29All repayments, payments of interest, or recaptures of grants
30provided under this section shall accrue to the state board and
31shall be used for purposes of this section.
32c. The state board shall use not more than five percent of
33the moneys in the fund at the beginning of the fiscal year for
34purposes of administrative costs, marketing, and other program
35support.
-1- 13. The state board shall establish a child care workforce
2state matching grants program to provide matching state grants,
3on a dollar-for-dollar basis, to eligible communities that
4provide funding for the child care WAGE$ Iowa program, the
5teacher education and compensation helps scholarship program,
6or other child care workforce strategies.
74. A community seeking a matching state grant under the
8program shall apply to the state board pursuant to rules
9adopted by the department and the state board.
105. The department and the state board shall adopt rules
11pursuant to chapter 17A to implement and administer this
12section.

16This bill establishes a child care workforce state matching
