4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 123.32, Code 2021, is amended by adding
2the following new subsection:
3   NEW SUBSECTION.  4A.  Alcohol server training.  A local
4authority, as a condition of obtaining and holding a license
5or permit for on-premises or off-premises consumption, may
6require that one or more employees of an applicant, licensee,
7or permittee who serve alcohol be trained in state laws
8and regulations regarding the sale of alcoholic beverages
9to persons under legal age, recognition of fake or altered
10identification, and other information on state laws and
11regulations applicable to the serving of alcohol at a licensed
12premises. Such training may include the alcohol compliance
13employee training program developed pursuant to section 123.50A
14if available.
15EXPLANATION
16The inclusion of this explanation does not constitute agreement with
17the explanation’s substance by the members of the general assembly.
   18This bill authorizes a local authority, as a condition
19of obtaining and holding a license or permit for on-premises
20or off-premises consumption of alcohol, to require that one
21or more employees of an applicant, licensee, or permittee
22who serve alcohol be trained in state laws and regulations
23regarding the sale of alcoholic beverages to persons under
24legal age, recognition of fake or altered identification, and
25other information on state laws and regulations applicable to
26the serving of alcohol at a licensed premises.
