House Concurrent Resolution 6 - Introduced



A Concurrent Resolution 1calling for and supporting the
2creation of a bilateral trade agreement between the
3United States and Taiwan.
4WHEREAS, the United States and Taiwan have enjoyed a
5long-standing partnership with the shared common values
6of freedom, democracy, and human rights;and
7WHEREAS, Taiwan is a vibrant and dynamic democracy,
8described as a “democratic beacon of hope” for the
9Indo-Pacific region, serving as a key trading partner
10and strategic ally to the United States, and ranking
1111th in the world on the Heritage Foundation’s 2020
12Index of Economic Freedom;and
13WHEREAS, the United States ranks as Taiwan’s
14second-largest trading partner and its third-largest
15source of energy imports;and
16WHEREAS, Taiwan was the United States’ ninth-largest
17trading partner in the first half of 2020, its
18seventh-largest agricultural export market in 2019, and
19its fifth-largest export market for United States beef
20in 2020;and
21WHEREAS, Taiwan supported over 373,000 well-paying
22American jobs through investment from Taiwan-affiliated
23companies and exports of United States goods and
24services to Taiwan in 2019, and the two-way trade
25volume reached $103.9 billion in 2019;and
26WHEREAS, it is in the interests of both nations
-1-1to negotiate a bilateral trade agreement during the
2COVID-19 pandemic to further expand the global market
3and secure international supply chains;and
4WHEREAS, American and Taiwanese industries are
5highly complementary, and a bilateral trade agreement
6would facilitate cross-border commerce ensuring mutual
7market access and enabling legal harmonization in
8digital trade, intellectual property, medical device
9standards, and many other areas;and
10WHEREAS, on December 19, 2019, 161 bipartisan
11members of the United States House of Representatives
12sent a joint letter of support for signing a bilateral
13trade agreement with Taiwan;and
14WHEREAS, a bilateral trade agreement would not only
15further strengthen both sides’ economic cooperation
16and their trading partnership but also create growth
17opportunities for United States jobs and exports to the
18benefit of the United States economy;NOW THEREFORE,
   19BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
20SENATE CONCURRING, That the General Assembly of the
21State of Iowa supports and urges the President of the
22United States to launch immediate negotiations with
23Taiwan with the objective of establishing a bilateral
24trade agreement between our two democracies;and

   25BE IT FURTHER RESOLVED, That upon passage of this
26resolution, the Secretary of the Senate shall transmit
27copies of this resolution to the President of the
28United States.
